因應板新地區供水改善計畫第二期工程完工,及北北基行政區域整併之可能,亟需就大臺北地區甚至全台自來水營管模式及水價結構加以深入研討,另相關議題涉及水資源整體利用效率的提昇,並影響到既有自來水事業的營運,更關係到地方政府對公共給水權益的爭取,牽涉層面相當廣泛,為求客觀慎重起見,擬進行社會意見調查,並辦理自來水事業整合之座談會/說明會,俾尋求最適之區域自來水事業整合方案,作為後續相關政策推動之參考。
另經建會於102年5月30日召開行政院離島建設指導委員會工作小組第67次會議,其中有關本署103年度離島建設基金補助計畫綜審意見,要求研議將金門地區納入台灣自來水公司營運範圍;本署於95年雖已進行相關先期研究,惟因時空環境調整,確有再深入研究探討之需要。鑑於連江縣與金門縣同屬離島地區,供水環境嚴峻,擬一併納入計畫範圍研究,並增加併入臺北自來水事業處營運範圍之可行性研議,俾尋求穩定供水品質,保障民生基本用水需求之最佳整合方式。
英文摘要
The “Ban Xin Water Supply Improvement Project” is to enable inter-basin water transfer between the Xin-Dian Creek and the Da-Han Creek. In order to achieve water supply stability in Taipei Metropolitan Area and Taoyuan Area, upon the completion of the Project Phase II, the clean water transfer target from Xin-Dian Creek to Da-Han Creek has been set at the total of 1.01 million tons per day. In this study, using the expenditure and income statistics of the 1th and 12th branch of Taiwan Water Corporation (TWC) and Taipei Water Department (TWD) between 2004 and 2013, financial projection for 2017-2041 upon Phase II completion is estimated under two scenarios: 1.Keep TWC and TWD as the service provider of Greater Taipei area; 2. Incorporate 1th and 12th branch of TWC with TWD as a new company. The analysis result shows that those projects achieve different profit and deficit under different operations. However, the other result also indicates that the new company would achieve larger deficit than keeping TWC and TWD as current operation due to canceling governmental subsidy.
Secondly, the research emphasizes the reasonable water pricing to discuss the degree of water supply cost in Taipei Metropolitan Area. Consequently, the two tariffs with fixed and volumetric components which are tariff A and tariff B had been presented. In the project A, the fixed component is lower than TWD’s tariff and the volumetric component is increasing block rare which has seven blocks. The principle of block price is to decrease in the lower blocks and increase in the higher blocks. Moreover, the project B is keep TWD’s tariff structure and creates two high blocks for excessive water usage. Compare with current tariff, water bills will decrease for 98.22% and 77.78% of users who are mostly household water users by using tariff A and tariff B. Moreover, the financial profit will increase 0.7 billion NT dollars in tariff A case.
Thirdly, the expenditure and income statistics of TWC, TWD, Kinmen County Waterworks (KCW), and Water Plant Lien Chiang County (WPLCC) between 2004 and 2013, financial projection for 2017-2041 upon Phase II completion is also estimated under two scenarios: 1.Keep TWC, TWD, KCW, and WPLCC as the service provider of Taipei Metropolitan Area; 2. Incorporate TWC, TWD, KCW, and WPLCC as a new company. The result indicates that all projects achieve deficit due to raise electricity fee increasing. Moreover, the tariff A had been implemented for achieving reasonable tariff structure. Compare with current tariff, water bills will decrease for 59.86% of users who are mostly household water users by using tariff A. The financial profit will increase 1.14 billion NT dollars.
In addition, a survey questionnaire had been completed by investigating public opinion on water supply and price issue. Two conferences on efficient management of the water supply business in Taipei Metropolitan Area were convened on November 3th and December 5th of 2014 at Tamkang University and Evergreen International Convention Center, its attendants include non-governmental organizations, professionals from water companies, representatives of Water Sources Agency, and academic scholars in many fields such as public, economics, and water resources engineering. In conclusion, our research can be an important reference for the government implementing water price policy.
