本署前身經濟部水資源局為因應北部地區未來水資源利用與調配問題，於民國80～86年間，分別辦理雙溪水庫初步規劃、可行性規劃及環境影響說明書，環境影響評估作業只完成第一階段，第二階段並未完成。鑑於當今北部地區用水需求增加，缺水風險提高，因此本所於民國100年開始針對前期規劃成果進行檢討，經檢討結果，雙溪流域水資源利用率低只有10％，雙溪水庫環境現況改變不大，淹沒區及集水區單純，壩址條件良好，值得積極推動本計畫。因此，本計畫配合水庫規劃針對雙溪集水區及下游河道治理進行相關規劃工作。加強水庫興建後集水區與下游河道水資源及自然生態環境之保育維護，促進水庫興建後之永續經營與利用，希冀維護自然生態環境，增加水源涵養、改善水質、延長水庫壽命，並減少乾旱危機，進而達到水庫永續利用之目標。

Due to climate change in recent years, and water facilities is not enough in Keelung, the risk of water shortage is escalating. So Shuangxi reservoir started to review the feasibility of planning results from 2011. Through the assessment, storage range and catchments are in good condition, so it is worth promoting. Because the assessment of reservoir engineering planning has not been completed, the related issues of construction planning should be strengthened. So the project "A Review of Feasibility Study of Shuangxi Reservoir (4) –The Planning for Watershed Conservation and Downstream Reach Improvement" was executed in 2014. The project had been collected basic informations of Shuangxi Reservoir catchment areas and downstream river, and developed policies of managemaent and improvement, provided some assesment for water resources plan and second phase reference EIA.
