台灣位處西太平洋颱風路徑之要衝，每於夏秋之際，常遭颱風的侵襲，颱風期間之暴潮巨浪直接侵襲臨海地區，波浪可能越過海堤堤頂而導致海水倒灌及沿海區域之溢淹。本計畫為推動東部海岸海岸溢淹潛勢圖資製作之研究，計畫期程為一年，計畫目的為以台灣東部宜蘭、花蓮、台東海岸可能發生海岸溢淹之保全海岸區域為工作範圍，進行海岸溢淹潛勢研究，建立台灣東部保全海岸區域溢淹潛勢圖資，以提供協助海岸防災救災決策之參考。 為達到上述目標，本計畫包含「東部海岸溢淹保全區域評估」、「歷史資料分析」、「地理資訊資料庫建立」、「近岸波揚、波浪溯升與越波情境模擬及分析」、「海岸溢淹模式建立、校驗與模擬」、「建立保全海岸區域之海岸溢淹潛勢圖資」等六項工作項目。計畫首先從東部海岸歷史災害紀錄，評估可能發生海岸溢淹之高風險地點；再根據當地海岸天文潮、暴潮、颱風波浪強度，模擬可能發生之越波、海水倒灌情況下之越波量，作為海岸溢淹模擬之輸入資料；建立海岸溢淹模式，並選擇引發保全海岸區海岸溢淹災害之颱風事件，進行模式校驗；最後進行不同重現期颱風波浪強度之海岸溢淹模擬，據此建立東部海岸溢淹潛勢圖資，並提出海岸溢淹保全計畫建議。計畫成果將可作為後續海岸溢淹災害評估與決策之參考，有助於水利署推動海岸溢淹防災業務。

In Taiwan, the coastal zone averagely suffers from three to four typhoons in one year and the storm surge and waves always result coastal flooding as well as disasters. The information of coastal flood potential ranges thus becomes a major task to provide possible countermeasures of coastal defenses and mitigations. The project aims to impetus the research of the coastal flood potential at eastern coastal area (Yilan, Hualien and Taitung) in Taiwan. The present project includes six major working items: (1) the estimation of security area from coastal floods at eastern coastal, (2) historical data analysis, (3) GIS (Geographic Information System) database construction, (4) Situation simulation and analysis on wave setup, run-up and overtopping, (5) establishment, verification and simulation on the coastal flood model and (6) production of the potential charts of coastal floods at security area. At first, the historical calamity reports in eastern coasts are treated to estimate the higher risk areas (i.e. security coasts) which possibly encounter coastal flood disasters. According to the data of tides, storm surges and typhoon waves, the wave overtopping rates in the security coasts are estimated and analyzed. The coastal flood model developed in the project will be verified by actually coastal flood events. Model prediction results are thus implemented to the forecasting of wave flood potential. The current approach makes it possible to produce the potential charts of coastal floods at eastern coastal area. This result provides useful information to help governmental department for making determinations of suitable countermeasures against the coastal flood disasters.
