臺灣水資源開發利用及保育係由不同機關共同推動辦理，為掌握各年度水資源投資概況，本計畫擬收集各機關單位對於水資源投資資訊，以呈現每年臺灣水資源投資情況，並將各類別資料進行系統化整理、歸納與統計。水資源投資分析之目的為呈現每一年度臺灣地區水資源事業投資概況，從系統歷史資料數據所形成之指標中，可歸納整理出趨勢型態，利用指標與指標間之層次性、相關性與簡明性，可向決策者及民眾提供決策訊息，除能反應公共政策問題，亦能做為政策計畫管理與調整之資訊。

Investments in water storage, flood prevention, as well as research and development of innovative water technologies are critical for a nation’s socio-economic development, and ability in climate adaptation. Trends and effectiveness of such public investments need to be carefully reviewed and analyzed so that future investment strategies can adapt to environmental and social changes. For the annual publication of reports titled “Water Resources Investment Analysis in Taiwan”, statistical data related to such public investments are compiled and analyzed, and the indicators in support of investment decisions are updated. The main project deliverable is the publication of the 2013 Report on Water Investments in Taiwan by October 15th, 2014. Other works completed include the offering of three training sessions on data entry, validation, and retrieval for the water investment database to the total of 61 participants in northern, central, and southern regions of Taiwan. The 2013 statistics show that the water infrastructural spending totaled 82.58 billion NT dollars, of which the “drainage” category comprises the largest percentage, yet compared to the previous year increased by 17.46 billion NT dollars; water related research and development spending totaled 1.49 billion dollars, of which “pollution prevention” category comprises the largest percentage, yet compared to the previous year decreased by 1.34 billion NT dollars. Investment decision support indicators under the categories of “water supply”, “flood prevention”, and “pollution prevention” are updated to include the 2013 values. Several indicators are added to “hydroelectricity generating” and “flood prevention” categories, including “the ratio of hydroelectricity utilization from water resources”, “efficiency of hydroelectricity generating” and “flood risk”. The results show that ratio of hydroelectricity utilization from 2001 is about 60%, but it may be influenced by storm events yearly; the efficiency of hydroelectricity generating between 2001 and 2007 is about 0.3 KWH/m3, then it rises gradually. Besides, “Flooding-prone area management project” which offered by Ministry of Economic Affairs in 2005 has effectively improved and controlled drainage problems, the flood risk for whole Taiwan has decreased from 3×10-4 to 1×10-4 after Typhoon Morakot invasion in 2009. In order to compare with the water resources between Taiwan and other countries, we have chosen and analyzed items such as “precipition”, “surface water resources”, “groundwater resources”, “total dam capacity”, “fresh surface water withdrawal”, “fresh groundwater withdrawal”, and “desalinated water produced” from Food and Agriculture Organization AQUASTAT database. The results show that Taiwan has been facing the problem of water shortage, and the government has been devoted to utilize water resources. Indicator analysis bases on public, certain, long-term and comprehensive information, we suggest that there are several stastic items need to be defined and gathered, such as the amount of flood preventive engineering, flood area by land use classification, protected area and population by river embankment, etc.. In addition, the definition of surface water resources, groundwater resources and desalinated water produced need to be clarified. It is recommended that overlap between surface water and groundwater, surface water flow accounting details and groundwater flow accounting details should be considered by refering to Food and Agriculture Organization AQUASTAT database and The System of Environmental-Ecomonic Accounting 2012–Central Framework(SEEA Central Framework).
