為落實荖濃溪河川環境之適當利用，期能有效削減洪澇災害，保障民眾生命財產安全及產業發展。並反應區域的獨特性及其人文、歷史與社會多變的風貌，希望以自然環境的規劃手法，配合水岸土地利用及整體空間系統架構，兼顧生態保育及親水空間之營造，結合河川治理及河道整理等成效，創造具安全性、多樣性、自然親水之河川環境。依據環境分區及其機能空間營造具體方案，在對環境衝擊最小之前提下，達成改善該地區之整體景觀及河防安全。

Abstract This Project not only expected effectively to reduce floods through the Laonung River environment proper utilization, it also protects people’s lives and property and industrial development. This project planned with the natural environment, and reacted to the uniqueness of the region and humanities, history and society style. It also coordinated the land-use of waterfront and the overall space system architecture. Besides, it has taken into account conservation and water affinity space. Expect to create a safety, diversity, natural river environment. 1. Expecting benefit (1) To complete the environment rehabilitation plan, as a reference of following design. (2) To show the uniqueness and features of culture, history and society. (3) It extended the development of the waterfront area, and linked with the Green Belt. (4) To combine with adjacent areas of open space, such as green parks, plazas, recreation stronghold. (5) To analyze the upper reaches stability of Laonung River after Typhoon Morakot. 2. Expecting achievement (1) To complete the investigation of the upper reaches ettlements of Laonung River and ecological information. (2) To analyze the upper reaches stability of Laonung River after Typhoon Morakot. (3) To provide the reference for river environment constructions in the future.
