鑑於牡丹水庫集水區內河川短促，地勢陡峭，且淹沒區地質多為沖積層或堆積層，集水區範圍則幾為軟弱之牡丹層，加上本地區多颱風豪雨，暴雨沖刷後挾帶土石，直接淤積於淹沒區內，因此適時辦理淤積測量，掌握最新水庫蓄水量，以作為營運管理之重要依據，確有其必要性。 台灣多颱風驟雨，豪雨沖刷集水區及河岸，雨水挾帶著泥沙土石流下，水庫蓄水攔截同時亦造成淤積，嚴重影響水庫操作與功能。為期能準確獲得淤積量與蓄水量等相關資料，並對大壩左、右岸邊坡潛在位移進行監測，提供日後營運及治理規劃方向，遂進行本次之淤積測量與樁位埋設，然考量本局人力有限、設備與經驗不足，因此擬將本項工作委託國內具備此專業技術之廠商辦理，爰編定本計畫。
