曾文南化及烏山頭水庫目前正辦理治理計畫,為避免或減輕工程施工對生態及環境之負面影響,因此推動水庫集水區治理工程辦理生態檢覈及評估,邀請生態專家及在地民眾參與工程規劃設計施工及維護管理,針對生態環境保護提供意見,創造住民,工程,環境及生態共贏局面.本計畫將檢討目前生態檢核制度,資料調查運用及生態檢核評估方法,協助水庫管理機關將生態保育工作作得更好

In order to ensure water supply, control sediment, protect environment and maintain biodiversity, Water Resource Agency has been planning the sheme of ecological check on engineering projects in reservoir catchment areas in 2009. This sheme which focused on ecological assessments, public involvements, and open information, has been implementing in Shihmen, Zengwen, Nanhua and Wushantou reservoirs. This project guided the Southern Water Resource Bureau, Taiwan Water Corporation, Chia-Nan Irrigation Association, Tainan City Government, and Chiayi County Government to implement the ecologiccal check on 15 engineering projects this year in the catchment areas of Zengwen, Nanhua and Wushantou reservoirs. We held two workshops on 16th-17th October, 2014 for whom involving in engineering projects to be familiar with the procress. The ecological check process consisted of field inspections, public involvements, habitat assessments, mapping of ecologically sensitive areas and developing the proper mitigation strategies. From 2011 to 2014, a total of 208 mitigation strategies were developed. Among all, 19 strategies were avoiding constructions on recovered or sensitive areas, 61 strategies were minimizing the affected areas, 95 strategies were reducing the magnitude of habitat impacts, and 25 strategies were recommanding measures of ecological compensations. In addition, we collected conservation engineering projects with ecological checklists, including 87 cases in Shihmen reservoir, and 168 cases in Zengwen, Nanhua and Wushantou reservoirs. The information of ecological issues, focused species, and mitigation strategies were summarized and exhibited in maps. As the concept of ecological check on engineering projects would be applied extensively in the national regional plan for managing development projects in reservoir catchment. We devised the self check list and manual of ecological check on developing projects in reservoir catchment, and helped drawing up the guildline and forms of the new sheme. In order to refined the guildline of ecological check on developing projects in reservoir catchment and the implementation manual of ecological check on engineering projects in reservoir catchment areas(draft), 5 symposia were held for collecting opinions of experts, engineering project sponsors, and technical consultant companies. Finally, we proposed a long-term human resource planning and curriculum guidelines for ecological specialists in responsed to the arising need .The overall results of this project were successful in assisting reservoir managers to incorporate conservation engineering practices and refining the procedure fundamentally for applying extensively in the future.
