轄管洪水預報系統擴充及維護，除採用最新水文地文資料進行系統更新並維護既有功能之外，將持續參數檢定驗證，並針對洪水預報時期所需功能進行擴充，並提供防汛期水情資訊研判簡報及淹水調查報告，以提升洪水預報之作業成果與品質。

The effectiveness of Climate Change, which causing massive flooding disasters in Taitung. In order to grasp hydrological information during typhoons in Pei-Nan River, it has to establish flood forecasting system which can help us to decide the policy . This project continue the last plan of the information and update, such as hydrological, physiographic, CCTV and dike damage of typhoons in Pei-Nan River. To establish flood forecasting completely, the system must include the rainfalls, runoffs, real-time water levels monitoring and storm surge. To grasp the latest information during the flood period, the platform integrate the real-time data (water levels, rainfall, meteorological), flood volunteers, scene investigators, disaster-prevention of web page and so on. After the system development completely, we conducted organizing training, and provided operation manual after this project.

這份報告是經濟部水利署第八河川局於2014年執行的「洪水預警及防汛整合作業」成果報告。鑑於台東地區近年來氣候變遷導致的颱洪事件日益嚴重，本計畫旨在建置卑南溪洪水預警系統，以即時蒐集水文資料，透過圖形表格展示預警資訊，輔助決策判斷。 系統功能涵蓋帳號管理、資訊展示（雨量、水位、CCTV、防汛資料）、洪水預測（降雨、逕流、河川洪水、暴潮）、流域警戒狀態、資料連結狀態及網站連結。計畫中更新了水文地文資料，並利用麥德姆及鳳凰颱風事件進行系統參數檢定與驗證。此外，整合建置了緊急應變作業系統平台，並針對防汛人員辦理了相關教育訓練。計畫期間，團隊參與了颱洪事件的應變支援，並進行了淹水現場調查與報告撰寫，記錄了鳳凰颱風期間台東市及關山鎮的淹水情況。
