由於東港至林邊溪之間，因屬地層下陷區，自民國70年以來便陸續興建各項保護工程，並不斷加高海堤，且沿線興築離岸堤，預定進行塗家厝以南至林邊溪以北之海岸基本資料調查，以瞭解本段海岸變遷現況，提供未來擬定海岸防護對策參考之依據。 福安宮以南景觀道路海側灘地102年已興建景觀道路坡面工護岸，並拋放護坡塊做為基礎保護工，而四重溪河口區與福安宮以南海岸相連結，因當地民眾相當關心當地海岸線侵蝕問題及防護工程效果，第1年度將進行相關調查，瞭解本海岸段保護工施做後之海岸變遷情形與四重溪河口之沙洲變遷機制，評估河口減淤對濕地(屬地方級濕地)生態之影響，以做為相關防護與河口減淤措施之依據參考。

Sihjhong river north of tidal barrier of Fuangong front-end coast, the protection wall damage cause should adopt approximate vertical type, leading to scouring damage, countermeasures is breakwater should be changed into the mild-slope type, in order to maintain its stability at the same time, should be gradually outward from a smaller particle size of core into a size larger block can be showed to improve the range of about 300m.
