花蓮海岸的海象條件特殊，屬於侵蝕性海岸，海岸保護措施有其必要性。過去第九河川局研擬多年的計畫，透過新工法研擬、生態調查、構造物與棲地多樣性間之關聯、海岸環境營造及海堤改善等計畫逐步推動進行，至今於南濱及化仁共建置16座離岸潛堤，以此保護岸。
潛堤建置完成後，在南濱及化仁海岸潛堤發現大規模的蟲礁，而且分布密度甚高，包覆在消波塊表面，形成天然屏障，對消波塊具有相當的保護作用。而外界對與結構物興建，常持有負面之生態影響，眾說紛紜。除蟲礁生態調查外，對於生態潛堤設置所形成之特殊生態，及其生態演替機制尚未能夠完全掌握。因此，多年來各項計畫所完成的工作是否達成原目標，實有必要進一步予以檢討。
英文摘要
Considering of the erosive coast, which leads to the special conditions of Hualien coast, the protection measures are needed. The 9th Management Office, WRA has developed plans for several years, including new construction method research, ecological survey, association between structures and habitat diversity, coastal environment erection, as well as seawall improvements, aim to protect the coast.
A large-scale amount of worm reef was found at the south coast and Huaren coast after the submerged breakwater was built, covering the clipping blocks as a natural barrier, which is also a protection as well. It is controversial that construction of structures would lead to the negative impact to the ecology. Besides the worm reef ecological survey, the special ecology of submerged breakwater and the ecological succession mechanism are not fully grasp. Therefore, it is necessary to go through further discussion about whether the plans achieved their goals over the years.
