英文摘要
In this study, the related document of coastal areas protection guideline and coastal engineering design manual and non-engineering measures were collected and evaluated. The assessment principle of coastal protection levels and guideline were discussed. In order to considering the properties of different coastal environmental condition, the coastal risk assessment was adopted to provide the reference of the designated risk levels and the draft of related protection guideline. On the other hand, the coastal area of Yunlin County and Kaohsiung City were selected to identification of the suitable of assessment principle of coastal protection levels and guideline proposes by this study.
Based on request of coastal protection engineering and non-engineering strategy, the guideline of coastal protection was suggested and estabished. It can be divided two parts, one is the guideline of coastal protection engineering and other is the guideline of coastal disaster prevention. The guideline of coastal protection engineering is focused on safety. The guideline of coastal disaster prevention is focused on the guideline of disaster prevention elevation.
From risk analysis results shown that the integrated Yunlin coastal protection level are belongs to level D (medium and low risk levels). Considering the Yunlin coastal area with subsidence potential tendency, the design guideline of coastal protection engineering purpose to consider a return period of 50 years. Kaohsiung coastal Yong’an Dist is belongs to level D and Linyuan Dist is belongs to level B (medium and high risk level). And beside above coastal section of Kaohsiung are all belongs to level C (medium risk level). So form integrated coastal is still belongs to level C and D. It could be proposed to consider a return period of 50 years. Linyuan coastal area is belongs to B level, and recommended plan with energy dissipation buffers before embankment or preservation of the object after the disaster embankment to take a more conservative benchmark set.
In this study, it use 50-year return period typhoons waves and tidal, with each section of the seawall before the coastal topography and slope analysis to estimate the wave run-up and overtopping volume. Its coastal protection facility safety checklist results show Yunlin County and Kaohsiung City, the 50-year return period wave conditions and storm surge water levels, coastal protection facilities are in compliance with safety. Finally, we also suggest the guideline need regularity overlook to reach the optimum pretecton.
