台灣本島大小河川水系密佈,在各地區之集水區連結之流域及其生態系統,關鍵台灣區域的永續發展。在氣候極端異常的環境變遷中,台灣地區水患問題層出不窮,而有待綜合治水。有關台灣河川之治理與管理,已成為政府及民眾殷切期盼之流域綜合管理的重大課題,其中,有關流域生態環境之生態資訊分散於政府不同部會單位,而有待整合。另經濟部石門水庫及其集水區整治計畫,已建立之集水區整治工程生態檢核機制,開創我國永續公共工程之棲地生態保育典範,亦有待於推廣至台灣流域管理之棲地生態保育措施。
有鑑於環境教育法於民國100年將要推行及台灣流域生態環境之棲地生態保育工作機制規劃及實務應用,特研提本計畫書,以建立適用於國內水利工程之生態資訊整合、工程生態檢核機制、工程快速棲地生態評估方法、工程棲地生態影像紀錄及圖庫建置等,俾便作為水利署推動流域管理之棲地生態保育措施及環境教育工作重要依據。

This project “The application of eco-information integration on hydraulic engineering ecological check and river habitat conservation (3/3)” are requested by the Water Resources Planning Institute, Water Resources Agency (Ministry of Economic Affairs). The purpose is to promote habitat ecological conservation and environmental education for watershed management in Taiwan.
This year(2013) continue to the third year of its work items included: the Taiwan area the important rivers demonstration water conservancy eco-examination mechanism to develop, Taiwan’s regional focus rivers hydraulic engineering exploration and research-election, situation ecological survey data collection, Taiwan’s regional focus rivers case practice of ecological water conservancy’s Checklist, Rapid Habitat Ecological Evaluation Protocol for the case of operations, habitat ecological image records and sinks the entire analysis, habitat ecological information applies to the expansion of Taiwan’s rivers Restoration website, Editing The ecological water conservancy checklist manual(Internet version), Editing the "Taiwan’s rivers demonstration of hydraulic engineering RHEEP within cases Manual " (Internet version), Taiwan river habitat conservation environmental education and training conference.
The project this year had practiced in Tamsui River, Dajia River and Gaoping River as the major survey. By considering characteristics of river water conservancy project in Taiwan, we had consulted few experts in water conservation, Civil engineering, ecology and Practitioners by multiple conferences and the questionnaire to investigate their views about the ecological mechanisms Checklist, and finally completed the appropriate checklist mechanism of ecological focus area of Taiwan’s rivers demonstration Hydraulic Engineering.
In addition, this project had practiced the "ecological habitat checklist mechanism" and the "RHEEP system" in the 3 basins, 9 stronghold(Tamsui River: Yuanshanzih floodway, Shueiwei bend, Erchong floodway tidal gate;Dajia River: Kukuan bridge, Dongshih bridge ,Bafong bridge;Gaoping River: Jiaxian River Weir,Gaoping River Weir, Shuangyuan bridge) as demonstration and analysising the environmental education resources of upon by the connotation of "Environmental Education Acts" , to discover the potential as a water resource Environmental Education Base.
Another focus of this project paved the way for the analysis of the habitat ecology imaging records and compiled, build and habitat ecology of digital system of pictures and form. System of build, the main connotation of planning and architecture Digital Archives content management system "concept record ecological environment image via the classification of the system, according to the ecological theme, subject, time, place connotation for environmental Build eco System, as a follow-up management of water resources, public information, an important reference for the promotion of environmental education and land planning.
This year we integrated the information and forms of "RHEEP method", and to edit the "Taiwan's rivers demonstration of hydraulic engineering RHEEP within cases Manual" (Internet version). Which introduces the method of practicing RHEEP. Besides, we also had edited “Taiwan's rivers Hydraulic Engineering Eco-Checklist Operation Manual manual”(Internet version).For the purpose of offering Hydraulic engineersas a practical guide.
On the Other hand, this project this year in July 31 and September 17, respectively at the National Taiwan Normal University Gongguan branch and , Water Resources Planning Institute handled 2 performances of " Habitat Ecological and Environment Education Training Conference. ", In addition to invite arranged for experts and scholars of the domestic water conservancy and environmental education sectors, keynote diversity of speech, and continued growth to water conservancy through to learn RHEEP and habitat change image records skills and practice ecological seized nuclear mechanism, to gain their professional skills.
This project continues the goal of the fore two-year that we expect by implementing all of the program to reach the river habitat conservation, and sustainable development of water resources.
