台灣早期之河川發展與管理工作較偏重於治水、利水的水利設施，較少整體環境生態的考量，近年來生態保育觀念抬頭，民眾對於環境保護的需求殷切，然而現有之河川生態資料無法滿足水利工程單位進行生態環境保護之規劃、設計，故亟需在短時間內加以調查或補充現有資料之不足，並整合提供各界參考。 為推展急水溪水系河川事業、河川管理、河川棲地環境保育復育及提供水利工程單位對近自然工法規劃設計之參考依據，而對急水溪河系河川有關之基礎資料，包括人文、地文及水文資料、生物、空間利用等之河川情勢調查。本局研擬「急水溪水系河川情勢調查計畫」(以下簡稱本計畫)。

River development and management in Taiwan before over-emphasized water treatment engineering, but less considered the whole environmental ecology. In recent years, since environmental protection consciousness has been more and more important, there is a need to do more investigation to make up the shortage of existing material which should be integrated for the reference of public. To promote river business, river management, environmental conservation and rehabilitation, and provide the reference of natural treatment design for hydraulic engineering institute, all the basic material including Humanities, physiographic, hydrological data, biological, space utilization need to be collected in this project. I. Project Goal The project is to investigate river situations, including Jishui River. The work target is to compile GIS ecosystem data as unit of river for the whole Jishui Rivershed and to build it into the database at the website for the Management Information System of River’s Investigation. II. Information of investigated river Jishui River originate with total length of 65 km, The mountain range pass Zi Ling in Mt. Ali is eastern side betel nut mountain. III. Environment Survey There are farms and a few residents at the village nearby main stream of Sizhong River, the tributaries of Jishui River are in the mountain, the usage of land is low and maintain the natural beauty well. IV. Creatures Survey i. Water Creatures The recorded water creatures are the species easily seen in the rivers at the west-southern side of Taiwan, includes Acrossocheilus paradoxus, Candidia barbata, Opsariichthys pachycephalus, Rhinogobius candidianus, Rhinogobius henchuenensis, Cichlasoma managuen, Oreochromis spp., Gambusia affinis and no protected species are spied. ii. Land Creatures The main creatures of land creatures are the species adapt living in reclaimed land, and there are a lot of protected species such as, Lophura swinhoii, Otus spilocephalus, Otus lettia, Pycnonotus taivanus, Spilornis cheela, Pernis ptilorhynchus, Milvus migransv, in the upstream of Jishui River.
