本計畫以落實中央及地方水權主管機關對於各用水標的用水範圍管理及審查程序，促進水資源的合理分配及有效利用，進而健全水資源的經營管理為計畫執行目的。 本計畫完成水權用水範圍管理制度及各用水標的用水範圍資料檢核程序之檢討及調整、用水範圍管理系統維護及改善、水權履勘系統APP維護及改善、各用水標的用水範圍資料填寫輔導說明及檢視作業之實施、推廣宣導與系統操作教育訓練等工作項目。 除維持用水範圍管理系統、水權履勘系統正常維運外，藉由用水範圍資料填寫及系統操作之輔導說明，蒐集各方意見及實際案例狀況，進行水權用水範圍管理制度及各用水標的用水範圍資料檢核程序之檢討及調整，進而擴充用水範圍管理系統之資料登錄、GIS圖台、佐證文件查詢及註記、引用地籍服務等功能，以及水權履勘系統APP之GPS空域圖、地籍圖地號、地標及坐標等定位功能，並調整系統檢核程序以改善系統運作效能，與水權核辦系統之進行資訊和作業整合，以利水權登記業務之有效管理。 另為強化水權人和水權主管機關之用水範圍管理觀念及系統操作能力，辦理「水權用水範圍管理作業推廣宣導及系統操作教育訓練」、「水權用水範圍表件填報宣導說明及系統操作教育訓練」及「水權履勘系統APP操作教育訓練」等課程，共10場次，計有173人次參加。

For the sake of the operation and management of Water Resources, the project is fulfilled examination and management procedures of Water Coverage for institutions. The program implemented the correction of the Water Range Management System, the maintenance and improvement of Water Range Management System, maintenance and improvement of Water Rights Inspection APP System, instruction for filling forms and implication of Water Coverage Management, promotion and education training, following detailed specific descriptions of complete content and achieving effectiveness. First, Review and Adjustment of Water Range Management System and inspection procedures of Water Range Management information The project is dealt with the actual operating problems and cases that personnel and applicants address. It is also adjusted processes of water rights registration application and processes of an application for registration and processes of groundwater water utilities about water range login management. It is clear to indicate the information content of each target of water range so the project is unity and adjust the forms of water range, tables of supporting documents and certificate for agricultural irrigation of land. It is altered the unqualified list and checking rules of forms of water range as well Second, Maintenance and Improvement of the Water Range Management System According to the requirement of personnel and applicants, the system is expanded for data login and searching, supporting documentation searching and integration, agriculture water rights inquiries, queries of the population of household and public water supply, other functions and interfaces for exporting content, new system for Q & A website, converts queries for old and new house cadastral and inquiry service of cadastral information. The system is application of released services of Geographic Data Warehouse Center of the Water Resources Agency to redevelop and design GIS figure and cut diagram program of water range. The system is adjusted checking procedures and expand hardware ( memory and hard drive space ) and integrated information and operations of water rights process system to improve system operational performance. Third, Maintenance and Improvement of Water Rights Inspection APP System In addition to maintaining the system of Water Rights Inspection APP System, the system is expanded and updated version for system, shown GPS airspace figure, landmarks and positioning coordinates and other inquiries, captured flat screen, and storage functions of inspection upload records to assist water rights inspection procedure. Fourth, instruct ion for Filling Forms and Implication of Water Coverage Management We instructed how to fill forms, checklist description and system operation of water coverage management system for personnel and applicants. In 2013 program, total 138 people were participated until October 31st. The cases are applied before August 31, 2013, applications, announcements, login registers, and state licensee are concluded 1184 cases and 52 invalid cases, and others are reservations. Fifth, Promotion and Education Training To strengthen concepts and systems operating capability of water coverage management for water rights associations and water rights applicants, GIS.FCU hold trainings for promotion and operation of the Water Range Management System, instruction for filling forms and operation of Water Coverage Management, and Water Rights Inspection APP System, In 2013 program, the program completed ten trainings and total 173 people were participated.
