後龍溪位在傳統客家山城，當地工作機會較少致年輕人口外流嚴重，水庫所在地人口老化現象相當明顯。為瞭解本水庫建設對當地客家文化可能之衝擊並研擬相關保育對策，本所除已執行環境影響評估工作外，並於民國98年12月完成「水庫推動計畫(3)－人文生態系統保育芻形規劃」專題研究工作，認為水庫建設無可避免將對當地人文生態系統產生衝擊，有全面展開調查、規劃以妥善保育之必要，遂辦理本計畫。
