本計畫自98年8月8日莫拉克颱風風災,各工區嚴重受創,聯外道路、橋樑中斷,因此奉行政院98年9月28日院臺經字第0980060293號函核定「維持停工狀態」,且依經濟部99年6月10日經水工字第09902631170號函及行政院99年7月23日院臺經字第0990034960號函核復「曾文水庫越域引水工程計畫」第一階段5年「不涉及主體工程施工」。
目前草蘭溪工區正辦理防災安全措施,而荖濃溪工區及旗山溪工區則全面停工,故經行政院環保署100年3月23日環境影響評估審查委員會第204次會議審核修正通過第3次變更內容對照表,荖濃溪工區及旗山溪工區停止環境監測計畫。另依據南區水資源局100年7月14日水南工字第10006003700號函指示100年第3季起增辦旗山溪工區之水域生態、陸域生態及河川水質。
茲將本階段各項環境監測之成果摘要敘述如下:
一、空氣品質
(一)項目
SO2、NO2、CO、O3、TSP、PM10、溫度、濕度、風向及風速等10項
(二)地點
1.高雄市桃源區勤和里-(98Q4後停止監測)
2.高雄市那瑪夏區南沙魯里-(98Q4後停止監測)
3.嘉義縣大埔鄉頂坪林
4.高雄市那瑪夏區小林-(98Q4後停止監測)
5.嘉義縣大埔鄉水寮
6.高雄市桃源區高中里-(99Q1開始監測、100Q2後停止監測)
7.高雄市甲仙區五里埔-(99Q1開始監測、100Q2後停止監測)
(三)調查結果
二氧化硫(SO2)最大小時平均值介於0.001ppm~0.010ppm,日平均值介於0.001ppm~0.005ppm;二氧化氮(NO2)最大小時平均值介於0.005ppm~0.033ppm,日平均值介於0.002ppm~0.020ppm;一氧化碳(CO)最大小時平均值介於0.20ppm~1.30ppm,最大8小時平均值介於0.20ppm~0.80ppm;臭氧(O3)最大小時平均值介於0.025ppm~0.090ppm,最大8小時平均值介於0.022ppm~0.059ppm;總懸浮微粒(TSP)24小時值介於26μg/m3~104μg/m3;懸浮微粒(PM10)日平均值介於12μg/m3~69μg/m3;各測站間風速差異並不大;本階段各測站各測值均符合空氣品質標準。
二、噪音振動
(一)項目
1.噪音:Leq(均能音量)、Lx(噪音分布值)、Lmax(最大音量)、L日(日間之均能音量)、L夜(夜間之均能音量)、L晚(晚間之均能音量)
2.振動:垂直方向之Lx、Leq、Lmax、L日、L夜
(二)地點
1.高雄市桃源區勤和里-(100Q2後停止監測)
2.高雄市那瑪夏區南沙魯里-(100Q2後停止監測)
3.嘉義縣大埔鄉頂坪林
(三)調查結果
1.噪音:L日假日測值介於44.9dB(A)~65.2dB(A)、非假日測值46.3dB(A)~68.1dB(A);L晚假日測值介於37.9dB(A)~ 60.3dB(A)、非假日測值介於34.2dB(A)~63.5dB(A);L夜假日測值介於38.3dB(A)~59.0dB(A),非假日測值介於38.5dB(A)~56.4 dB(A)。本階段各測站各測值均符合環境音量標準。
2.振動:Lv10日測值假日介於30.0dB(A)~40.6dB、非假日測值介於30.0dB~31.0dB;Lv10夜假日測值介於30.0dB~30.5dB,非假日測值均為30.0dB,本階段各測站各測值均符合參考之日本振動規制法施行細則基準值。
三、交通流量

1.台20線(勤和里):本階段車輛以小型車為主,假日車流量介於404.5P.C.U./日~844.5P.C.U./日,V/C介於0.045~0.109,交通服務水準介於A~B級,屬自由~穩定車流;非假日車流量為438.0P.C.U./日~1,036.0P.C.U./日,V/C介於0.056~0.121,交通服務水準介於A~B級,屬自由~穩定車流,顯示本計畫區附近交通仍屬良好。
2.台21線(南沙魯里):本階段車輛以小型車為主,假日車流量介於182.5P.C.U./日~629.0P.C.U./日,V/C介於0.023~0.073,交通服務水準均為A級,屬自由車流;非假日車流量為183.0P.C.U./日~585.5P.C.U./日,V/C介於0.025~0.050,交通服務水準均為A級,屬自由車流,顯示本計畫區附近交通屬良好。
3.草蘭溪上游產業道路:本階段車輛以小型車為主,假日車流量介於6.0P.C.U./日~136.0P.C.U./日,V/C介於0.003~0.021,交通服務水準均為A級,屬自由車流;非假日車流量為8P.C.U./日~149.5P.C.U./日,V/C介於0.004~0.026,交通服務水準均為A級,屬自由車流,顯示本計畫區附近交通屬良好。
四、水域生態
(一)項目
魚類、底棲無脊椎動物、水生昆蟲、浮游性植物、浮游性動物及附著性藻類
(二)地點
1.荖濃溪工址下游-(100Q2後停止調查)
2.旗山溪工址下游
3.草蘭溪工址下游
(三)調查結果
1.魚類:本階段共發現6科16種667隻次,其中有11種台灣特有種,無發現任何保育類物種。
2.底棲無脊椎動物:本階段共發現3科6種185隻次,其中有2種台灣特有種,無發現任何保育類物種。
3.水生昆蟲:本階段共發現7目24種1,540隻次/平方公尺。
4.浮游性植物:本階段共發現5門56種5,173,100細胞數/公升。
5.浮游性動物:本階段共發現4門12種646個體數/公升。
6.附著性藻類:本階段共發現3門46種63,537,000細胞數/100平方公分。
調查結果在於魚類、底棲無脊椎動物、水生昆蟲、浮游性植物、浮游性動物及附著性藻類尚未穩定。
五、陸域生態
(ㄧ)項目
鳥類、哺乳類、爬蟲類、兩棲類、蝶類及陸域植物
(二)地點
1.荖濃溪工區(含填置場)-(100Q2後停止調查)
2.旗山溪工區(含土資場)

(三)調查結果
1.鳥類:本階段共發現14目32科76種10,602隻次,其中有5種珍貴稀有保育類、3種其他應予保育類、5種台灣特有種及27種特有亞種。
2.哺乳類:本階段共發現7目10科15種392隻次,其中有3種其他應予保育類、4種台灣特有種及6種特有亞種。
3.爬蟲類:本階段共發現8科20種815隻次,其中有3種其他應予保育類及3種台灣特有種。
4.兩棲類:本階段共發現5科15種1,659隻次,其中有4種台灣特有種,未記錄到保育類。
5.蝶類:本階段共發現5科16亞科103種6,317隻次,其中有1種台灣特有種,未記錄到保育類。
6.陸域植物:本階段共發現102科288屬380種,包括93種喬木,60種灌木,53種藤木,174種草本。
調查結果在於鳥類、哺乳類、爬蟲類、兩棲類、蝶類及陸域植物多以恢復。
六、河川水質
(ㄧ)項目
水溫、pH值、溶氧量、生化需氧量、化學需氧量、懸浮固體、總磷、氨氮、流量

1.台20線荖濃溪攔河堰上游(興輝大橋)-(100Q2後停止監測)
2.台20線荖濃溪攔河堰下游(撒拉阿塢橋)-(100Q2後停止監測)
3.台21線旗山溪跨河工程上游(民權橋)
4.台21線旗山溪跨河工程下游(民族橋)
5.台21線旗山溪小林地區(由楠峰大橋移至楠梓仙溪橋)
6.草蘭溪與曾文溪匯流處
(三)調查結果
水溫測值介於16.6℃~32.4℃,pH測值介於7.5~8.5,溶氧量測值介於5.5mg/L~8.1mg/L,生化需氧量測值介於<1.0mg/L~ 4.8mg/L,化學需氧量測值介於N.D. ~ 63.8mg/L,懸浮固體測值介於<1.0mg/L~1,520.0mg/L,總磷測值介於N.D.~1.450mg/L,氨氮測值介於N.D.~0.29mg/L,流量測值介於1.94 cmm ~4,410.0cmm。
本階段計畫採樣河段於溶氧、生化需氧量、懸浮固體、總磷及氨氮有超限情形發生外,其餘測站測項均符合相關陸域地面水體水質標準。
七、地下水水質
(一)項目
pH值、生化需氧量、化學需氧量、總固體物、總磷、鐵、錳、氨氮、大腸桿菌群、水溫、水位
(二)地點
1.寶來地區民井,共1點位-(100Q2後停止監測)
2.引水隧道出入口,共4點位-(98Q4後OW-1及OW-3停止監測;100Q2後OW-2停止監測)
(三)分析結果
1.地下水位
本階段地下水水位監測結果,寶來地區民井實際水位高程介於391.94公尺~393.09公尺;東隧道工程東側(OW-1)實際水位高程介於559.38公尺~569.74公尺;東隧道工程西側(OW-2)實際水位高程介於510.83公尺~514.89公尺;西隧道工程東側(OW-3)實際水位高程介於524.61公尺~533.00公尺;西隧道工程西側(OW-4)實際水位高程介於526.86公尺~531.30公尺。
2.地下水水質
(1)寶來
pH測值介於7.5~8.0,水溫介於21.9℃~28.9℃,生化需氧量為<1.0mg/L~9.6mg/L,化學需氧量介於N.D.~18.5mg/L,總固體物介於437.7mg/L~2,980.0mg/L,總磷介於N.D.~0.032mg/L,鐵介於0.015mg/L~ 2.150mg/L,錳介於N.D.~0.066mg/L,氨氮介於0.10mg/L~1.64mg/L,大腸桿菌群介於<10 CFU/100mL ~7.9×102CFU/100mL,本階段測值除鐵及氨氮有超過第二類地下水污染監測標準,其餘均符合第二類地下水污染監測標準
(2)OW-1~OW-4測站
本階段OW-1~OW-4測站之地下水質監測結果,pH測值介於6.3~8.2,水溫介於19.6℃~30.7℃,生化需氧量為<1.0mg/L~10.2mg/L,化學需氧量介於N.D.~75.4mg/L,總固體物介於156.4mg/L~1,374.0mg/L,總磷介於N.D.~0.666mg/L,鐵介於0.073mg/L~8.500mg/L,錳介於N.D~0.334mg/L,氨氮介於0.02mg/L~0.65mg/L,大腸桿菌群介於<10 CFU/100mL ~2.5×105CFU/100mL,本階段測值除鐵、錳及氨氮有超過第二類地下水污染監測標準,其餘均符合第二類地下水污染監測標準。
八、工地水質
(一)項目
pH值、生化需氧量、化學需氧量、懸浮固體、氨氮、水溫
(二)地點
1.荖濃溪施工區(東引水隧道東洞口、工務所、攔河堰工務所)-(98Q4停止監測)
2.旗山溪施工區(東引水隧道西洞口、西引水隧道東洞口、工務所)-(98Q4停止監測)
3.草蘭溪施工區(西引水隧道西洞口、工務所)
(三)分析結果
因莫拉克風災影響,工區嚴重受創,依行政院98年9月28日院臺經字第0980060293號函核定「維持停工狀態」,經行政院環保署98年12月29日環境影響評估審查委員會第188次會議審核修正通過,第2次變更內容對照表中工區水質(3處暫停監測)。然行政院99年7月23日院臺經字第0990034960號函核復「曾文水庫越域引水工程計畫」後續處理方案,第1階段(1~5年)中「(一)引水隧道防災安全措施:洞口防護及西隧道襯砌」,故草蘭溪施工區自100年1月1日起辦理防災安全措施作業,已恢復進行工地水質監測作業。
1.工務所測站
本階段pH測值介於7.3~8.8,水溫介於16.7℃~30.0℃,生化需氧量介於<1.0mg/L~250.0mg/L,化學需氧量介於N.D.~742.0mg/L,懸浮固體介於<1.0mg/L~56.5mg/L,氨氮介於<0.01mg/L~ 291.00mg/L。本階段監測結果於生化需氧量、化學需氧量及懸浮固體有超標的清況,其餘測值均符合營建工地放流水標準。
2.引水隧道出入口測站
本階段pH測值介於6.8~9.1,水溫介於19.4℃~33.4℃,生化需氧量介於<1.0mg/L~13.9 mg/L,化學需氧量介於N.D.~39.9mg/L,懸浮固體介於<1.0mg/L~410.0mg/L,氨氮介於<0.01mg/L ~4.60mg/L。本階段測值除pH及懸浮固體有超標情況發生,其餘皆符合營建工地放流水標準。
九、水土保持
(一)項目
以現場勘查、拍照詳加記錄與調查地表植被、排水、防砂等水土保持措施執行狀況
(二)地點
1.荖濃溪工區(含填置場)-(100Q2後停止調查)
2.旗山溪工區(含土資場)-(100Q2後停止調查)
3.草蘭溪工區(含土資場)
(三)分析結果
因受莫拉克風災影響,本計畫工程暫時停工,其中東隧道東洞口、東隧道西洞口及西隧道東洞口在100Q2後停止監測;西隧道西洞口沉砂池局部損壞部分已修復完成,出口處之河道雖經清疏但仍淤積嚴重,另土資場之通達道路損毀,因目前本計畫僅可進行隧道襯砌工程故尚未及予以修復。而在西隧道西洞口現場並無嚴重缺失,現場須改進處,承包商亦立即改善完成。

The Environmental Monitoring and Assessment for the 2nd Construction Stage of the Tseng-Wen Reservoir Transbasin Diversion Project
Abstract
“Environmental Monitoring and Assessment for the 2nd Construction Stage of the Tseng-Wen Reservoir Transbasin Diversion Project” include air quality, noise and vibration, traffic flow, aquatic and terrestrial ecologies, surface water quality, groundwater quality, water quality at construction sites, and the soil and water conservation.
Because the construction area were buried, roads and bridges were washed away by Typhoon Morakot on August 8, 2009, The monitoring activities had been suspended in some monitoring sites.
Now it is doing safety measures for disaster prevention on the Tsao-Lan Creek construction site, and the constructions are stopped on the Laonong River construction site and the Cishan River construction site. According to the 3rd modification comparison chart ,that is promulgated by Environmental Protection Administration Executive Yuan on March 23, 2011. The monitoring activities have stopped on the Laonong River construction site and the Cishan River construction site. Besides, the document is promulgated by South Region Resources Office, WRA, MOEA on July 14, 2011. The monitoring activities of surface water quality, aquatic and terrestrial ecologies were restored to monitor on the Cishan River construction site.
The various environmental monitoring results of this season are briefly described in the following paragraphs:
1. Air quality
(1) Monitoring items
SO2, NO2, CO, O3, TSP, PM10, temperature, humidity, wind direction, and wind speed
(2) Monitoring sites
a. Chin-He village, Tauyuan District, Kaohsiung City -( stopped monitoring after 98Q4)
b. Min-Tsu village, Namasia District, Kaohsiung City - (stopped monitoring after 98Q4)

d. Hsiao-Ling, Namasia District, Kaohsiung City - (stopped monitoring after 98Q4)
e. Shui-Liao, Dapu Shiang, Chiayi County
f. Kao-Chung village, Tauyuan District, Kaohsiung City (started monitoring from 99Q1 to 100Q1)
g. Wu-Li-Pu,Jiasian District, Kaohsiung City (started monitoring from 99Q1 to 100Q1)
(3) Monitoring results
The maximum of hourly average concentration of SO2 at all sites were between 0.001ppm~0.010ppm, and the daily average concentration were between 0.001ppm~0.005ppm. The maximum of hourly average concentration of NO2 at all sites were between 0.005ppm~0.033ppm, and the daily average concentration were between 0.002ppm~0.020ppm. The maximum of hourly average concentration of CO at all sites were between 0.20ppm~1.30ppm, and the maximum of 8-hour average concentration were between 0.20ppm~0.80ppm, The maximum of hourly average concentration of O3 at all sites were between 0.025ppm~0.090ppm, and the maximum of 8-hour average concentration were between 0.022ppm~0.059ppm. The 24-hour concentration of TSP at all sites were between 26μg/m3~104μg/m3. The daily average concentration of PM10 at all sites were between 12μg/m3~69μg/m3. The average wind speed at all sites were not difference. Monitoring results of air qualities at all sites met the legal standards.
2. Noise and vibration
(1) Monitoring items
a. Noise: Leq, Lx, Lmax, Ldaytime, Lnight, and Levening
b. Vibration: Lx, Leq, Ldaytime, Lnight and Lmax in vertical direction
(2) Monitoring sites
a. Chin-He village, Tauyuan District, Kaohsiung City-( stopped monitoring after 100Q2)
b. Min-Tsu village, Namasia District, Kaohsiung City-( stopped monitoring after 100Q2)
c. Ting-Ping-Ling, Dapu Shiang, Chiayi County
(3) Monitoring results
a. Noise: The measurements of Ldaytime were between 44.9dB(A) ~ 65.2dB(A) on holidays. The measurements of Ldaytime were between 46.3dB(A) ~ 68.1dB(A) on workdays. The measurements of Lnight were between 37.9dB(A) ~ 60.3dB(A) on holidays. The measurements of Lnight were between 34.2dB(A) ~ 63.5dB(A) on workdays. The measurements of Levening were between 38.3dB(A)~59.0dB(A) on holidays. The measurements of Levening were between 38.5dB(A) ~ 56.4 dB(A)on workdays. Monitoring results at all sites met legal standards.
b. Vibration: The measurements of L v10daytime were between 30.0dB(A) ~ 40.6dB on holidays. The measurements of L v10daytime were between 30.0dB ~ 31.0dB on workdays. he measurements of Lv10night were between 30.0dB ~ 30.5dB on holidays.The measurements of Lv10night were all 30.0 dB on workdays. Monitoring results at all sites met standards used in Japan.
3. Traffic flow

a. Provincial Highway No.20 (at Chin-He village)-(stopped monitoring after 100Q2)
b. Provincial Highway No. 21 (at Nan-Sha-Lu village)-(stopped monitoring after 100Q2)
c. Access road upstream of Tsao-Lan Creek
(3) Monitoring results
a. Provincial Highway No.20 (at Chin-He village):Vehicles were mostly small passenger cars. The traffic flow of holidays were from 404.5 P.C.U./day to 844.5 P.C.U./day. V/C were from 0.045 to 0.109. Traffic service conditions at monitoring sites met the level from A to B (free-stable traffic flow) of the standards. The traffic flow of workdays were from 438.0 P.C.U./day to 1,036.0 P.C.U./day. V/C were from 0.056 to 0.121. Traffic service conditions at monitoring sites met the level from A to B (free-stable traffic flow) of the standards. The traffic flow data indicated that traffic in this period kept in good condition in the vicinity of the monitoring site.
b. Provincial Highway No. 21 (at Nan-Sha-Lu village):Vehicles were mostly small passenger cars. The traffic flow of holidays were from 182.5 P.C.U./day to 629.0 P.C.U./day. V/C were from 0.023 to 0.073. Traffic service conditions at monitoring sites met the level all A (free traffic flow) of the standards. The traffic flow of workdays were from 183.0 P.C.U./day to 585.5 P.C.U./day. V/C were from 0.025 to 0.050. Traffic service conditions at monitoring sites met the level all A (free traffic flow) of the standards. The traffic flow data indicated that traffic in this period kept in good condition in the vicinity of the monitoring site.
c. Access road upstream of Tsao-Lan Creek:Vehicles were mostly small passenger cars. The traffic flow of holidays were from 6.0 P.C.U./day to 136.0 P.C.U./day. V/C were from 0.003 to 0.021. Traffic service conditions at monitoring sites met the level all A (free traffic flow) of the standards. The traffic flow of workdays were from 8.0 P.C.U./day to 149.5 P.C.U./day. V/C were from 0.003 to 0.136. Traffic service conditions at monitoring sites met the level all A (free traffic flow) of the standards. The traffic flow data indicated that traffic in this period kept in good condition in the vicinity of the monitoring site.
4. Aquatic ecology
(1) Monitoring categories
Fish, invertebrates, aquatic insects, phytoplankton, zooplankton and benthic algae
(2) Monitoring sites
a.Downstream reach of the Laonong River construction site-(stopped investigating after 100Q2)
b.Downstream reach of the Cishan River construction site
c.Downstream reach of the Tsao-Lan Creek construction site
(3) Monitoring results
a. Fish : It found 6 families, 16 species and 667 individuals in all site. In this phase the results of investigations found 11 endemic species but none protected fishes.
b. Invertebrates : It found 3 families, 6 species and 185 individuals in all site. In this phase the results of investigations found 2 endemic species but none protected fishes.
c. Aquatic insects : It found 7 order, 24 species and 1,540 individuals in all site.
d. Phytoplankton : It found 5 phyla ,56 species and 5,173,100 cells per liter in all site.
e. Zooplankton : It found 4 phyla, 12 species and 646 individuals per liter in all site.
f. Benthic algae : It found 3 phyla, 46 species and 63,537,000 cells per 100 cm2.
On-site survey results indicated that fish, invertebrate, aquatic insects, phytoplankton, zooplankton and benthic algae are unstable in species and populations.
5. Terrestrial ecology
(1) Monitoring categories
Birds, mammals, reptiles, amphibians, butterflies and Terrestrial plants
(2) Monitoring sites
a. Laonong River construction site-(stopped investigating after 100Q2)
b. Cishan River construction site
c. Tsao-Lan Creek construction site
(3) Monitoring results
a. Birds : It found 14 order 32 families, 76 species and 10,602 individuals on all site. In this phase the results of investigations found 5 rare and valuable species, 3 Other Conservation-Deserving Wildlife, 5 Taiwan endemic species and 27 Taiwan endemic subspecies.
b. Mammals : It found 7 order 10 families, 15 species and 392 individuals on all site. In this phase the results of investigations found 3 Other Conservation-Deserving Wildlife, 4 Taiwan endemic species and 6 Taiwan endemic subspecies.
c. Reptiles : It found 8 families, 20 species and 815 individuals on all site. In this phase the results of investigations found 3 Other Conservation-Deserving Wildlife and 3 Taiwan endemic species.
d. Amphibians : It found 5 families, 15 species and 1,659 individuals on all site. In this phase the results of investigations found 4 Taiwan endemic species but none protected.
e. Butterflies : It found 5 families, 16 subfamilies, 103 species and 6,317 individuals on all site. In this phase the results of investigations found 1 Taiwan endemic species but none protected.
f. Terrestrial plants : Total 103 families, 288 genera and 380 species were discovered on all site. They includes 93 arbor, 60 shrubs, 53 rattan, 174 herbaceous.
On-site survey results indicated that birds, mammals, reptiles, amphibians, butterflies and plants have been restored much in species and populations.
6. Surface water quality

Temperature, pH, DO, BOD, COD, SS, TP, NH3-N and flow rate

a. Upstream reach of Laonong River weir (at Xing-Hui Bridge), Provincial Highway No. 20-(stopped investigating after 100Q2)
b. Downstream reach of Laonong River weir (at Sa-La-A-Wu Bridge) , Provincial Highway No. 20-(stopped investigating after 100Q2)
c. Upstream reach of Cishan River crossing work (at Min- Quan Bridge) , Provincial Highway No. 21
d. Downstream reach of Cishan River crossing work (at Min-Tsu Bridge) , Provincial Highway No. 21
e. Hsiao-Ling area near Cishan River (moved from Nan-Feng Bridge to Nan-Zih-Sian River Bridge) , Provincial Highway No. 21
f. The confluence of Tsao-Lan Creek and Tseng-Wen River
(3) Monitoring results
The measurements of water temperature were from 16.6℃ to 32.4℃. The measurements of pH were from 7.5 to 8.5. The measurements of DO were from 5.5 mg/L to 8.1 mg/L. The concentration of BOD were from lower than 1.0 mg/L to 4.8 mg/L. The concentration of COD were from N.D. to 63.8 mg/L. The concentration of SS were from lower than 1.0 mg/L to 1,520.0 mg/L. The concentration of TP were from N.D. to 1.450 mg/L. The concentration of NH3-N were from N.D. to 0.29 mg/L. The measurements of flow rate were from 1.94 cmm to 4,410.0 cmm.
The results indicated that all monitoring items met legal standards of Level A at site c to e and Leval B at site f excepting DO, BOD, SS, TP, and NH3-N.
7. Groundwater quality
(1) Monitoring items
pH, BOD, COD, TS, TP, Fe2+, Mn2+, NH3-N, Escherichia coli, temperature, and water level
(2) Monitoring sites
a. Pao-Lai well, 1 site-(stopped monitoring after 100Q2)
b. Entrance and exit of trans-basin diversion tunnel, 4 sites (OW-1 and OW-3 were stopped monitoring after 98Q4, OW-2 were stopped monitoring after 100Q2)
(3) Monitoring results
a. Water level : The actual of water level was between 391.94 m~393.09 m at Pao-Lai well. The actual of water level was between 559.38 m ~ 569.74 m at OW-1. The actual of water level was between 510.83 m ~ 514.89 m at OW-2. The actual of water level was between 524.61 m ~ 533.00 m at OW-3. The actual of water level was between 526.86 m ~ 531.30 m at OW-4.
b. Groundwater quality:
(a)Pao-Lai well
The results of pH was between 7.5 ~ 8.0. The results of water temperature was between 21.9 ℃ ~ 28.9 ℃. The results of BOD was between lower than 1.0 mg/L ~ 9.6 mg/L. The results of COD was between N.D. ~ 18.5 mg/L. The results of TS was between 437.7 mg/L ~ 2,980.0 mg/L. The results of TP was between N.D. ~ 0.032 mg/L. The results of Fe2+ was between 0.015 mg/L ~ 2.150 mg/L. The results of Mn2+ was between N.D. ~ 0.066 mg/L. The results of NH3-N was between 0.10 mg/L ~ 1.64mg/L. The measurements of E-coli was between <10 CFU/100mL ~7.9×102CFU/100mL. All results met the category II of groundwater pollution monitoring standards excepting Fe2+ and NH3-N.
(b) OW-1~OW-4
The results of pH were between 6.3 ~ 8.2. The results of water temperature were between 19.6 ℃ ~ 30.7 ℃. The results of BOD were between lower than 1.0 mg/L ~ 10.2 mg/L. The results of COD were between N.D. ~ 75.4 mg/L. The results of TS were between 156.4 mg/L ~ 1,374.0 mg/L. The results of TP were between N.D. ~ 0.666 mg/L. The results of Fe2+ were between 0.073 mg/L ~ 8.500 mg/L. The results of Mn2+ were between N.D. ~ 0.334 mg/L. The results of NH3-N were between 0.02 mg/L ~ 0.65mg/L. The measurements of E-coli was between <10 CFU/100mL ~ 2.5×105CFU/100mL. All results met the category II of groundwater pollution monitoring standards excepting Fe2+ , Mn2+ and NH3-N.

(3) Monitoring results
The construction areas and monitoring sites were buried by landslide duo to Typhoon Morakot. The monitoring activities had temporarily been suspended since August 8, 2009 until construction activities are restarted. According to the following processing project of the Tseng-Wen Reservoir Transbasin Diversion Project, that is promulgated by Executive Yuan on July 23, 2010, Tsao-Lan Creek construction site are restarted monitoring activities since January 1, 2011.

The measurements of pH were from 7.3 to 8.8. The measurements of water temperature were from 16.7 ℃ to 30.0℃. The concentration of BOD were from lower than 1.0 mg/L to 250 mg/L. The concentration of COD were from N.D. to 742.0 mg/L. The concentration of SS were from lower than 1.0 mg/L to 56.5 mg/L. The concentration of NH3-N were from lower than 0.01 mg/L to 291.00 mg/L. The results indicated that all monitoring items met effluent standards of construction sites at site a, b and c excepting BOD , COD and SS.
b. exit of tunnel
The measurements of pH were from 6.8 to 9.1. The measurements of water temperature were from 19.4 ℃ to 33.4℃. The concentration of BOD were from lower than 1.0 mg/L to 13.9 mg/L. The concentration of COD were from N.D. to 39.9 mg/L. The concentration of SS were from lower than 1.0 mg/L to 410.0 mg/L. The concentration of NH3-N were from lower than 0.01 mg/L to 4.60 mg/L. The results indicated that all monitoring items met effluent standards of construction sites at site a, b and c excepting pH and SS.
9. Soil and water conservation
(1) Monitoring items
On site survey of vegetation cover, drainage and soil conservation.
(2) Monitoring sites
a. Laonong River construction site-(stopped investigating after 100Q2)
b. Cishan River construction site-(stopped investigating after 100Q2)
c. Tsao-Lan Creek construction site
(3) Monitoring results
The construction was stopped on Laonong River construction site and Cishan River construction site due to Typhoon Morakot. The east exit of east tunnel, the west exit of east tunnel and the east exit of west tunnel were stopped investigating after 100Q2. The grit chamder was restored at the west exit of west tunnel. The river channel has been dredging, but has been depositing seriously on the Tsao-Lan Creek. The road was destroyed from the Tsao-Lan Creek construction site to the store soil of land. That werw not serious deficiencies, and needs to improve that the Contractor to improve immediately
