為因應彰化及南投地區中長程之民生用水增量需求，規劃開發烏溪水系新水源，利用烏溪南岸北勢湳段土地規劃一離槽式人工湖，蓄豐濟枯並配合地面地下水聯合運用，以減輕彰化地區抽用地下水情況，減緩地層下陷達成國土復育之目標。 本計畫擬就地方民眾深切關心而並非本計畫實施範圍部分進行相關規劃與評估，並與南投縣政府溝通協調，以利本計畫推。

The Wu River Niaozueitan artificial lake feasibility planning and environmental impact assessment report has been completed within 2009 and 2010. The report has confirmed that an area is suitable for a weir, about 600 meters downstream from Wu River’s Eainfong Bridge. The report also confirmed that Wu River’s south riverbank area is available for an artificial lake to serve as water storage for arid season. Niaozueitan artificial lake has 7 lake areas for total water storage area about 125 hectares, and effective storage capacity about 14.5 million cubic meters. It mainly supports Chang Hwa and Nantou areas’ domestic water needs. This project is directly aiming at Niaozueitan artificial lake’s surrounding environment planning. The project referenced local opinions and “Feasibility Planning for Wu River Artificial Lake(2/2)-Planning for Engineering Feasibility, The Project of Environment Construction”, proposing eight functional spaces and three major systems include: “Beishih Nand Red Lotus Art and Culture Village”, “East Caotun Green Water bank Educational Park”, and “Niaozueitan Blue Leisure Trail”. This project proposes to work with artificial lake construction and local residents’ priorities to achieve three-stage development plan. This project site is estimated to generate NT$200 million dollar economic benefits annually. Through this project, we expect to promote community industrial restructuring, boost leisure activities, provide local job opportunities, and increase land value. Furthermore, this landscape planning project improves local environment life quality, strengthen culture preservation, provide educational space, increase local tourism activities, and expand community culture diversity. 經濟部水利署於2013年發布的《烏溪鳥嘴潭人工湖推動計畫-週邊環境營造規劃》，旨在回應地方對觀光、農特產品等非主體工程範圍的期待，透過跨域整合，將人工湖周邊打造成優質的水綠樂活新農庄。 本計畫在確認人工湖主要供水功能後，針對地方關心的環境營造議題，提出「點、線、面」的發展策略。內容包括單點設施營造、串聯「鳥嘴潭藍色環湖休憩線」自行車道，以及「北勢湳紅蓮藝術文化村」與「東草屯綠水岸教育園區」等主題分區營造方案。 計畫分三期執行，涵蓋工程經費估算、土地取得及多元資金籌措方案。預期將帶來顯著的觀光與經濟效益，並促進周邊土地增值。
