臺北水源特定區乃是大臺北地區最重要之水源地,其水源水質水量之安全與潔淨將直接影響大臺北地區約500萬人口之用水品質。臺北水源特定區包含翡翠水庫集水區,其集水區內種植茶園的面積約為500公頃,茶園之施肥若尚未被農作物吸收,會隨暴雨挾帶進入河川,並對翡翠水庫造成水質污染的影響。
水源局為持續推動非點源污染削減,改採污染源源頭分散式處理之方法,擬利用茶園既有排水路及其匯流處,設置淨化設施進行在槽處理,爰需辦理金瓜寮溪流域茶園集水面積及排水路現況調查與LID現地處理規劃,並於金瓜寮溪流域擇1處茶園示範區進行規劃及設置,作為後續推廣LID設置之基礎。
本計畫主要的工作包括(1)蒐集國內外LID實務應用案例及其對水質改善應用之相關研究,(2)建立金瓜寮溪流域茶園分佈環境背景資料,(3)完成茶園現況調查及LID場址規劃,(4)辦理農藥使用及合理化施肥用藥教育宣導、LID現地處理說明會,(5)製作LID說帖與茶園非點源污染削減BMP及LID宣導摺頁,以及(6)LID示範區設置與操作維護作業規範編製。預期執行後達到(1)完成金瓜寮溪之茶園環境背景資料及現況調查,並將LID各類型模組單元化,提出LID場址規劃,以供後續水質改善參考依據,(2)整體污染削減規劃,逐步降低金瓜寮溪之茶園非點源污染,以確保翡翠水庫之水質潔淨,(3)完成LID設施之示範設置,以有效推行茶園的非點源污染管理措施等目標。
依據工作項目與內容,本計畫除蒐集國內外LID實務應用案例及其對水質改善應用之相關研究外,並利用空照圖等建立金瓜寮溪流域茶園分佈之環境背景資料,同時針對茶園面積1公頃以上之土地20處,進行茶園集水面積及排水路現況調查,並完成29處LID場址規劃(含茶園位置圖、LID配置規劃圖、排水流向等),建立20處茶園所有權人清冊,完成地籍套繪圖、地籍圖謄本、土地登記簿謄本等資料之整理。
本計畫配合水源局完成500份LID說帖、1,000份茶園非點源污染削減BMP及LID宣導摺頁之編製,並辦理兩場次農藥使用及合理化施肥用藥教育宣導,與兩場次LID現地處理說明會,兩場說明會後已有六位茶農已簽署茶園設置植生滯留槽設施同意書,表示願意提供茶園土地配合設置LID設施。
本計畫以坪林區農會黃水樹理事的茶園做為示範場址,完成示範區二處(a、b兩處)植生滯留槽設施之設置作業,每處植生滯留槽佔地1平方公尺,利用茶園既有的排水路,設置於排水匯流處,可處理0.5公頃茶園的初期暴雨逕流。由LID示範區場址前後水質檢測結果可知,經植生滯留槽處理後,平均總磷去除率約為73%,懸懸浮固體去除率約為91%,氨氮去除率約為31%。
植生滯留槽LID設施後續推動規劃如下:(1)以化整為零方式推動,規劃於茶園排水路末端設置LID設施,茶園地表逕流經處理後再排入河川,(2)由點到面,分區分年逐步推動,有配合意願的茶農優先設置,規劃每0.5公頃茶園設置一座植生滯留槽LID設施,設置面積以1平方公尺為原則,(3) LID設施採單元模組化設計,以方便後續之管理維護,設置後的LID設施由茶農配合維護,並由政府核發環境友善茶園標章,彰顯茶農對污染防治作業的積極參與。

Abstract
