Integrated utilization water supply potential analysis
A.Water supply potential analysis
Scenario 4 pertains to an integrated utilization of Scenario 1: The Lu-Liau Reservoir upgrade project (including the cross-region water diversion at the Yunshui Weir at 10 metric meters/sec) and Scenario 3: the artificial lake lone utilization (including that of the Chilan Weir at 10 metric meters/sec), with sequence of water supply being to first divert the stream flow of the Chilan River through the Chilan Weir to the Suishang water purification plant to feed the Chiayi area’s public water supply, and the deficit is made up by the Lu-Liau Reservoir and the artificial lake; the sequence of water diversion entails diverting the water from the upstream of Chilan River tributary for retention at the Lu-Liau Reservoir, and the water flow of the Chilan River is diverted at the downstream Chilan Weir to the Suishang water purification plant, and any surplus water from the Chilan River is diverted to the artificial lake for retention; the simulation findings reveals that the integrated utilization water supply potential is approximately 118,500 metric meters per day.
B. Estimation of the untreated water cost
Scenario 4 of the integrated utilization (the Lu-Liau River plus the Chilan Weir plus the Qingliao artificial lake) has a total project development cost of approximately TWD 25.073 billion, with the annualized expenditure at TWD 1.307 billion, and the untreated water cost at approximately TWD 30.24/metric meter.
(4) Integrated evaluation/analysis
As revealed from the water source algorithm results, the Lu-Liau Reservoir upgrade project (including water diversion from the Yunshui Weir) offers a water supply capability of approximately 68,500 CMD, and the artificial lake, developed alone (including that of the Chilan Weir) offers a water supply volume of approximately 47,000 CMD, or the two combined utilization offer a water supply volume of approximately 118,500 CMD, which provides a mere increase of approximately 3,000 CMD in water supply volume, with or without the integrated utilization scheme, thus the integrated utilization of the Lu-Liau River upgrade project (including water diversion from the Yunshui Weir) and the artificial lake lone development (including that of the Chilan Weir) offers limited yield.
To judge from the point of water resource development alone, the joint development of the Lu-Liau Reservoir upgrade project (including that of the Yunshui Weir) and the artificial lake project (including that of the Chilan Weir) reveals a slightly higher untreated water cost (with the untreated water cost at approximately TWD 30.24 dollars/metric meter), wherein the largest impact factor being the artificial lake’s soil excavation issue, it is recommended to conduct drilling exploration and testing to facilitate further evaluation of the impact of the soil sale to the untreated water cost.
Recapping the afore stated: it is recommended that at the current stage, the Lu-Liau Reservoir upgrade project (including that of the Yunshui Weir) is the main development proposal, while the artificial lake project (including that of the Chilan Weir) is marred by slightly high cost of the untreated water, and offers little advantage in economic feasibility; however, it still offers certain development potential if the soil can be sold to supplement the project funding.

本報告為經濟部水利署水利規劃試驗所主辦之「鹿寮溪水庫更新改善可行性規劃」環境生態調查專題,旨在評估鹿寮溪水庫更新改善對嘉義地區水源穩定的影響,並為後續環評及保育規劃提供依據。調查範圍涵蓋鹿寮溪水庫集水區及周邊水域。
報告發現,集水區植物相受人為影響明顯,但仍有瀕臨滅絕的膜稃草、竹柏、大葉羅漢松等珍稀植物。陸域動物資源豐富,記錄到穿山甲、八色鳥、藍腹鷴等珍貴稀有保育類動物,以及臺灣獼猴、白鼻心等其他應予保育物種。水域生態則以外來入侵種為主,但仍有革條田中?等原生魚類。
研究預估清淤及壩體加高工程將導致自然度減損,並建議規劃樹木銀行、膜稃草原地保育及移地復育,以及加強生態調查頻度與範圍,以確保生物多樣性。
