本署依河川管理業務作業規範完成「河川管理資訊化系統」建置，其中包含各類申請使用案件、巡防日誌管理、違法處分案件、統計報表等業務功能，提供給各河川局承辦人上線作執行業務之使用，為達成建置本系統之目的，需予專業維護以維持本系統之正常運作。

This project maintains the “IT system of river management”. The tasks are sustaining normal operation of the system’s existing functions, dealing with system problems that users report, service of counseling, maintaining backup mechanism, helping data registration for existed disposals of violations and applications for use, and improvement on system functions. Our team provides relevant services during the project term, gives counsel to users in routine operations and enables smooth system operation. Implemented and expanded since 2004 to 2009, the IT system of river management incorporated no more new functions than that of payment slip issuance besides normal maintenance during the period from 2009 to 2013. Because the system was implemented in 2004, with the existing functions it is now unable to meet regulatory changes and the need of management. The great number of persons at the operative units using the system, who also come and go frequently, need this team’s assistance in both operation procedure and system operation. Problems arising from human and system restrictions further necessitate the aid from this project to modify the system, so that the river bureaus and the local level governments who are authorized to manage the rivers can carry out the affairs smoothly. In personal counseling during the executive period of this project, we provided, in cooperation on WRA’s supervision, specialized consultation and assistance to the river bureaus and the authorized local level governments in the operation procedures and the use of the system. The system modifications recommended by the river bureaus and the authorized local level governments were reflected by this team in the project of re-edition of the “IT system of river management” to be assessed and planned. Meantime, as focus of this year, this project also covers correction on the incorrect data registration; inability to create new cases resulting from modified unauthorized creation of new cases for river bureaus regarding problems and land sections arising from the practice of electronic payment; unfamiliarity with the operation due to duty shift; inability to log in the system due to Weblogic startup error after irregular automatic restart of the computers; and difficulty in reimbursement and audit due to differences between banking statements by Bank of Taiwan and the payment records. We recommend, in future with re-edition of the IT system of river management completed, to continue to give training in the system to reduce incorrect data input from unfamiliarity with the operation, and to encourage and gather comments and recommendations regarding the handling the exchange affairs through personal exchanges to serve as basis for future refinement of the system.
