本計畫之目的乃在建立「台灣地區主要河川流域水文與水理設計分析系統平台」，以提供流域管理單位，於進行流域整體治理規劃過程，所需之地文與水文重要資訊。流域治理規劃所需之資訊包括：集水區之各項地文因子與空間圖層，以及針對某特殊降雨事件或是某特定重現期暴雨情況下，流域內中上游集水區逕流量、中下游河川水位等相關水文水理資訊。因考慮水利工程師能以便捷的方式，獲得複雜的地文與水文資訊，此系統乃採用開放原始碼地理資訊系統架構、資料庫系統以及網路即時更新功能，建立圖形化之使用者介面，以提供水利人員一套完整而便捷的分析工具。

The objective of this project is to develop a hydrological and hydraulic analysis system for integrated basin management of major rivers in Taiwan，which can provide detail geomorphologic, hydrological, and hydraulic information for integrated basin planning and management. Information provided by the system include detail geomorphologic factors for any specified location, watershed boundary, stream network, road map, municipal boundary, and simulated discharge and water stage for specified rainstorm events or for specified return period conditions. The information inquiry system was built on a platform with graphic user interfaces to provide an efficient way for engineers to access the geomorphologic and hydrological information conveniently.
