為因應卑南溪防洪預警及緊急應變作業之需要，本局於民國101年辦理「八河局轄區洪水預警系統建立之先期規劃」案，作為本局後續推動洪水預警系統建置之藍圖，訂定本局防災業務短中長期之推動目標。
本(102)年度為達防災預警功效之短期目標，爰依前期計畫之規劃成果提列本計畫，以建置卑南溪洪水預警系統，俾於颱洪時期進行即時資料蒐集，並透過圖形表格展示洪水預警通報資訊，以利颱風豪雨應變期間提供水情資訊分析研判。本計畫將延續前期成果，其主要工作重點除進行資料庫更新維護並建置防洪預警系統外，亦進行水文水理分析參數檢定驗證，並依系統使用狀況及颱洪期間作業需求進行必要性的功能擴充。另配合防汛時期應變作業需要，進行淹水調查工作及防汛整合作業。
英文摘要
The effectiveness of Climate Change, which causing massive flooding disasters in Taitung. In order to grasp hydrological information during typhoons in Pei-Nan River, it has to establish flood forecasting system which can help us to decide the policy .
This project continue the last plan of the information and update, such as hydrological, physiographic, CCTV and dike damage of typhoons in Pei-Nan River. To establish flood forecasting completely, the system must include the rainfalls, runoffs, real-time water levels monitoring and storm surge.
To grasp the latest information during the flood period, the platform integrate the real-time data (water levels, rainfall, meteorological), flood volunteers, scene investigators, disaster-prevention of web page and so on. After the system development completely, we conducted organizing training, and provided operation manual after this project.
