台灣地區湖庫容量有限,在日照充足時,往往引起優養化而造成水質惡化,影響水源供需。在全球暖化現象日益明顯之際,建立水庫水質優養化處理對策,刻不容緩。本署陸續於98~99年委託辦理「水源產毒藻類與有害微生物監控與管理技術之研發與應用」, 99~100年委託辦理「移動式水源藻類毒素監測實驗室之規劃」及101年委託辦理藍綠藻應變與監控技術提升研究計畫等,以研發藻毒優養快速檢測技術及應變服務團,惟上述計畫主要著重在藻類事件(優養化)發生時之事件處理,但對優養化根本問題之解決,尚未有相關對策。考量湖庫優養化為全球性課題,國內目前尚無根本防治對策,爰有蒐集國外治理對策,以資政策規劃需求,爰成立本計劃。
考慮大陸地區經濟快速發展,且忽略水質保護工作,多數湖庫均有水質污染問題(包括優養化在內),然因政體因素,大陸地區對於引進其他先進國家技術甚為快速,且能於大陸地區快速測試及落實,並已見初步成效,爰此本計畫將以大陸地區之湖庫所施行之對策與做法為對象,進行資料收集、分析及探討,以作為台灣借鏡。
英文摘要
The lake and reservoir capacity in Taiwan is limited and abundant sunlight frequently causes eutrophication, which deteriorates water quality and affects the water supply. Because global warming is becoming increasingly evident, measures for counteracting eutrophication are imperative. Recently, the Water Resource Agency successively commissioned research projects on cyanobacteria (also called “blue-green algae”) responses and improved monitoring and control technology. However, these projects primarily focused on managing algae incidents (eutrophication) when they occurred, but did not provide measures that could solve the root cause of eutrophication. Rapid economic developments in China and water quality-protection negligence have caused the pollution of numerous lakes and reservoirs (including eutrophication). Nevertheless, the form of government has enabled China to rapidly introduce advanced foreign technologies. The rapid testing and implementation of these technologies in China have resulted in improvements. Therefore, this study used the measures and methods implemented in China’s lakes and reservoirs as the study subjects to conduct data collection, analysis, and investigation. The results can be used as a reference for establishing measures in Taiwan.
The current domestic five major eutrophication or microbial contamination of the five reservoirs, according to past water quality monitoring data show that Shimen and Golden Gate Taihu two reservoirs, both in recent years there have been algal blooms, and there is the possibility of domestic sewage into the; Renyi Tan Baoshan, the Nanhua Reservoir, in addition to the important part of the regional reservoir, the righteousness tan column spore algae problem has always been there, Baoshan long troubled by algae, have been found south of the high concentration of microcystin, and therefore more representative of the country Reservoir;Rather China‧Taihu Lake since the 1990s, rapid economic and social development, industry, agriculture and sewage emissions increasing outbreak of blue-green algae in Taihu Lake Basin makes the problem, resulting in Wuxi City water source water pollution, seriously affected the normal life of the local nearly a million people, aroused wide concern; due watershed problem is that water pollution, inadequate flood control capacity, lack of local water resources, monitoring data to be improved and integrated management system is not formed, and therefore proposed a series of measures to deal with the problem of eutrophication in Taihu Lake, and were Taihu Lake Basin to develop key governance areas and general management areas of major programs and projects to achieve the comprehensive management of water environment task implementation.
To this project carried out against its relevant management and technical analysis to explore and learn at obtaining:1 from countries associated with environmental management and system shows: (1) the integrated management of water environment or a combination of management, including the four areas.One for cross-sectoral management; two for regional management; Third,content management; fourth is a collection of managed objects; (2) the use of the role of regulation and characteristics of hydraulic engineering , responsible for serious pollution incident watershed, the water diversion play very dilute a big role; 3 scheduling basin level shall give priority to the safety of flood control basin , taking into account the needs of the river basin and regional water resources, focusing on improving the overall basin water environment and safeguard the water supply safe water sources; 4 Taihu Lake Basin pollution Control objects include point source pollution and non-point source pollution, with the continuous development of economy and society in Taihu Lake Basin , accelerating urbanization , a large number of industrial enterprises in the production of wastewater , urban residents have not been properly treated sewage , adversely affect the Taihu Lake its main aspects of the following problems , and can serve as a guard.(1)emissions from large point sources.(2)wastewater treatment. Execution (3) economic policy ineffective.(4)low cost illegal.(5) agricultural nonpoint source pollution control policy and regulatory system is not perfect.(6)is not perfect for the monitoring and management of rural non-point source pollution.(7)Farmers environmental awareness and environmental knowledge is weak.(8)non-point source pollution control is not enough.
