目前全國淹水範圍調查,主要是利用淹水事件發生時或發生後直接派員現場調查,另再藉由洪痕量測及民眾訪談等間接方式進行,利用地形圖劃定淹水範圍。然而以地面人員現場調查進行,受限於天候及人力因素,在無完整的即時自記式水位監測系統下,無法即時的掌握水情變化,例如淹水深度範圍及災害損失。
本計畫延續經濟部水利署第一河川局101 年「蘭陽溪流域淹水範圍監測系統建置」計畫之即時淹水監測功能,本年度計畫將宜蘭河及美福排水下游易淹水區域補測繪正射影像及DEM 資料,以供淹水分析,另該計畫建置之淹水地理資訊系統及展示平台目前為單機版,本次將系統擴充為可透過網路發佈機制、道路預警機制及展示平台調整等工作。
淹水監測部分除宜蘭河下游易淹水區域可透過水位計自動化執行,本計畫亦將此概念擴充至冬山河及得子口溪之易淹水地區,惟該二區域尚未有自動化水位傳輸功能,爰規劃透過水尺以人工回報方式採手動輸入水位高進行淹水分析,並向宜蘭縣政府蒐集都市計劃區千分之一正射影像,非都市計畫區域蒐集五千分之一正射影像,另蒐集冬山河及得子口溪之DEM 資料,將淹水監測工作逐步推展至宜蘭縣其他易淹水地區,期能迅速掌握淹水資訊,並透過網路版發佈相關災情資訊於經濟部水利署第一河川局內網路,以提供經濟部水利署第一河川局緊急應變小組水災應變決策之參考。
補測繪區域共拍攝約900張照片,涵蓋面積約6平方公里,產製10公分精度正射影像及0.16m×0.16m DEM。淹水監測擴充至冬山河、得子口溪流域,得子口溪流域劃分為6 個子集水分區,冬山河流域劃分為8 個子集水分區,由各區熱心志工負責觀測水尺高度並回報河川局,淹水監測系統再依據輸入高度計算淹水範圍及深度。本年度有蘇力、潭美、康芮、天兔、菲特共5
場颱風事件,其中以蘇力颱風事件較為嚴重,於102 年7 月9 日蘇力颱風侵襲台灣東北角時,亦造成宜蘭地區局部區域淹水情勢,透過系統監測美福排水區域之淹水面積約為292 公頃,大都位於農田區域,受災戶數約80 戶,受災金額約500 萬元。
英文摘要
In Taiwan, the methods currently used for flooding area estimation are mainly based on the after-survey of the flood mark and the interviews with the local people. The flooding area is then estimated based on that information along with the geographic contour map. These methods can not reflect the real-time situation of the flooding area, and hence are not able to provide immediate information for damage control.
This project aims to extend a previous project of “Planning and construction for an integrated automatic water stage monitoring system and flood damage assessment geographic information system in Lanyang River” conducted by the First River Management Office of the Ministry of Economic Affairs in 2012. The project includes renewing the DEM data of Yilan River and Mei-Fu region for flooding analysis, improving the GIS and display system to web version, automatic routes planning for flooding rescue operations.
The system is extended to Donshan River and Detsko River this year. As the first stage, the water stage data is reported by the on-site volunteers due to the lacking of the automatic water stage gauges in these areas. The extended GIS system is able to automatically display the real-time and forecasted flooding area and water depth in the areas to provide insight information for decision making of the First River Management Office of the Ministry of Economic Affairs.
Up to 900 aero-photos have been taken for the the surveying area, covering an area of about 6 square kilometers. These data has then been used to produce 10 cm accuracy orthophoto and 0.16m × 0.16m DEM. The flooding area surveillance has been extended to Dongshan River Catchment and Dertsuko River Catchment. Dongshan River catchment is divided into eight subbasins and Dertsuko River Catchment of six. Each subbasin is monitored by enthusiastic volunteers responsible for observing water gauge height during typhoon period. The data is reported to the system to calculate the flooding area and depth. There were five typhoon events this year including Suli, Tammei, Kangrui, Usagi, Buffett. Among these events the Tammei thphoon on July 9th 2013 caused the most damages. According to the system, the flooding area in Meifu was approximately 292 hectares, mostly in the area of farmland. About 80 households were affected.
The amount of lost for the event was about 500 million.
