依據自來水法第110條規定，簡易自水事業係由直轄市或縣(市)主管機關訂定自治法規管理，經統計全國約866處簡易自來水系統(每日供水量在300~3,000立方公尺之簡易自來水則約450處)，其設備及管線大多簡陋老舊，但地方主管機關礙於資源不足，簡易自來水事業無法有效管理，影響水質安全，且因位處偏遠，管理維護人員不足及欠缺專業技術，亦多未依自來水法第57條通過考驗取得證照。為提升簡易自來水管理人員專業素質，102年1月30日102年度經濟部水利署自來水事業技術人員考驗委員會第1次委員會議決議略以，「...有關簡易自來水管理人員之訓練事宜，請水利署先行就訓練講習課程內容、訓練單位及需求面等予以規劃，並適時辦理」，鑒於地方主管機關資源不足及尚無辦理簡易自來水操作維護等相關技術之前例，爰本計畫將協助針對簡易自來水管理人員就簡易操作維護及節約用水辦理訓練講習課程，以提升簡易自來水管理人員專業素質，俾落實自來水法之相關規定。 囿於全國簡易來水設備因位處偏遠且水資源取得困難，本計畫將請各直轄市、縣市政府針對轄區內規模較大之簡易自來水設備管理維護人員推薦調訓，並推廣節約用水實務做法、加強法規講習(例如：自來水法及相關子法等法規)及簡易自來水管理(例如：水源保護、水質簡易檢驗、簡易處理操作維護、水質安全、節約用水等)之教育訓練，輔導並提升簡易自來水管理人員之專業技術能力與推廣節約用水之成效。

According to Article 110 of Tap Water Act, small water treatment facilities are to be ruled by the laws and regulations established by local government. However the quality and safety of water are jeopardized due to local governments’ lack of resources. Majority of the facility staff in the suburbs do not possess the certificates required by Article 57 of Tap Water Act due to insufficient staffing and professional knowledge. Due to the lack of resources at the local government level and the precedent record of water facility maintenance operation training, this program was organized to train 120 technicians of various small water treatment facilities. The survey result showed that 97.6% of the participants were satisfied with the “Content of Training Material” and “Lecturing Speakers”; the 2.4% of the participants answered otherwise due to the lack of their existing knowledge which resulted in the difficulty for them to absorb the new information. On the other hand, we also saw the small water treatment facility personnel’s need and desire for the professional training given the survey result that showed 100% of the participants were satisfied with “Field Visit”, “Personal Knowledge Inspiration”, and “Supporting to Organize the Program in a Greater Scale”. Based on the contract of this program, we advise the participants to register for “Test of Water Supply Enterprise Technician” in order to obtain Level I Certificate of Water Supply Enterprise Technician and improve professional skills. However, Level I test was still challenging due to the lack of existing professional knowledge of the participating technicians. At the end of the training program, there were 3 technicians registered for the test voluntarily, and we registered 21 technicians on behalf of them. Though the registration rate was low, the following expected outcomes were achieved: 1.Improved the staff’s awareness of water conservation 2.Promoted and improved small water treatment facility equipments’ water conservation efficiency 3.Realized the needs and difficulties of small water treatment facility staff 4.Gradually enforced the Tap Water Act and its subsidiary regulations regarding the technicians 5.Established a certification system to improve the professional skills of small water treatment facility staff 6.Improve the facility technicians’ willingness to register for the Test of Water Supply Enterprise Technician In addition, we had concluded the following suggestions regarding the needs and difficulties the technicians faced while operating a small water treatment facility: 1.Rename the facilities that operate without adding chemical substance as Small Water Supply Facility in order to distinguish them from a small water treatment facility. 2.Revise the existing regulations on technician certification requirements which result in the unfairness between the Tap Water System and small water treatment facilities considered the water supply scale, personnel professional background, and operating equipments, and organized more on-the-job training in order to improve the operating quality. 3.Raise the minimum education requirement of Level I Test of Water Supply Enterprise Technician as the knowledge required to pass the test is not generally possessed by high school graduates.
