The Seventh River Management Office of Water Resource Agency (WRA07) has established and completed DRAINS model in year 2012, including Gaoping River, Donggang River and Sizhong River. Following are the main function of DRAINS model: "The Typhoon Climatologic Quantitative Precipitation Forecast (TCQPF) mode" typhoon precipitation forecasting display, QPESUMS precipitation display, flood forecasting display, multi-weather plot, etc, providing flood forecasting information during typhoon and heavy rain seasons.
Base on the WRA07 DRAINS model, this year (2013) we proceed flood early warning and flood control integration project, including: 1. flood forecasting system data collection; 2. flood forecasting system accuracy enhancement; 3. flood forecasting area review; 4. evaluating the connection between flood forecasting system and flood disaster; 5. flood control information integration. Following are the results:
1. Flood forecasting system data collection
Collecting the latest river cross section data of Gaoping River, Donggang River and Sizhong River, then integrating with dredging data after confirming. Updating the geo-data, collecting the latest H-Q curve, and also updating the database of water level, rainfall and astronomical tide. According to "Regulation Master Plan of Gaopin River (First Revise)" report in year 2008, we use the latest cross section (2012) of Gaoping River with design flow to do simulation, to analyze the anti-flood ability of current cross section. For the new established water channel and water station in concerned, we do on-site survey to understand its situation and location of water station.
2. Flood forecasting system accuracy enhancement
In addition to this project will be the system to update the geography, but also the use of 2012, and this year’s typhoon Talim Soulik typhoon forecast system model parameters for test, to reduce the risk to the geography data or model parameters do not match with the current situation caused by the forecast error . In addition, this year also build system error analysis module, you can graphically show the correlation coefficient, average error, RMS, coefficient of efficiency, consistency index and other five kinds of error analysis indicators to forecast for the event correction assessment and analysis of events after the end of the review. By the number of events this year, typhoon forecasting results analysis, the system can correct responses during typhoon water level trends, but accuracy still river section changes and rainfall forecasting errors, it is recommended that follow-up data should be continuously updated physiographic and evaluate the rainfall forecast into multiple sources to improve the accuracy of forecasting systems.
3. Flood forecasting area review
For Gaoping river, according to the latest measurement section, increasing the main tributaries of the original forecast Gaoping build section, while the Zhuokou River and Kouai River into the forecast, this extends the range of outcomes, such as shown in table 1; For Donggang River, the main work is to add tributary and drainage to the system, including Wanan River, Niujiowan River,Linluo river drainage、Longjing river drainage and Jiaping river drainage. The results are as shown in table 2:

For Sizhong River, because the cross sections of tributary Damei river and Zhushe river are not enough, it is difficult to build hydraulic model, and these two are not under governance of WRA07, therefore we continue to update parameters of Sizhong River DRAINS model and do flood forecasting.
4. Evaluating the connection between flood forecasting system and flood disaster
There are several warning functions built in DRAINS model, including topping warning, rising rate estimation module of observation water level, accumulated rainfall and flood warning. With the latest river bank elevation, each warning water level and rainfall data, we can provide warning information in advance. Through the four typhoon events this year, the flood warning function of WRA07 DRAINS model can really work, but the warning time of Donggang rain station is a little late than the flood occurred time, lowering down the warning rainfall is advised.
For the flood survey, the Flooding investigation plan execution has been done before flood season. According to the previous plan, flood survey project was done at Linbian Township、Jiadong Township、Neipu Township and Meinong Dist. during typhoon Kong-Rey, the flood survey results were collected and the report was completed as well.
5. Flood control information integration
With the help of WRA07, the application of local government realtime water level interfacing service of Water Resource Agency (WRA) is done, the realtime observation data of Pingtung county government can be provided every 10min; the realtime observation data of Kaohsiung city government has not been transmitted to WRA, if the realtime data can be transmitted in the future, the same platform and method will be used.
