近年來颱風豪雨造成自然環境變遷致河川水路、地形、地貌等產生重大變化，及因堤防護岸工程興建完成、河岸地籍重測等因素，加促土地利用情況劇變。
因此，重新依實需檢討研擬水道治理計畫線及用地範圍線，俾作為河川整治及管理之依據，以利鄰近區域之發展，遂擬訂本次「102年度中港溪大斷面測量」計畫。
英文摘要
Since the Johnggang River improvement plan posted in June, 1983, 30 years have elapsed. Recently due to economic prosperity and rising of standard of living in Taiwan, lands along river banks have become urbanized and topographic and hydrologic environments have been altered. This study is to survey current condition and to collect basic data for perform one-dimensional steady flow, by considering hydraulic condition and safety and right of general public. This shall be the bases for river management and for future flood control works.This project in 2013 year, the surveying range is including Johnggang River and its 5 tributaries .
