臺灣地狹人稠,不當的土地開發利用及過度抽取開發引用地下
水,造成臺灣西南部沿海地區嚴重的地層下陷,衝擊影響環境的結果
讓這些地區嚐到排水不良、海水倒灌、海水入侵等洪氾溢淹苦果,加
上臺灣地區水文情況特殊,坡陡流短,自上游降雨至下游匯流僅需數
個鐘頭,以致於每逢颱風或豪雨易產生水患。而台灣政府也針對此一
問題長期進行規劃與整治,然有鑑於水患治理必須體認辦理工程需要
時間且有其保護極限,故應加強非工程防災措施,如精確預警及制訂
疏散、撤離之標準作業程序,落實演練;並加強民眾防災教育宣導,
確實將風險告知民眾,提升民眾自我防災意識,共同參與防救災工
作,進而發展以非工程手段,進行本縣易淹水地區社區防災的推動工
作計畫。
而為能具體落實行政院於95 年5 月3 日核定經濟部研提之第三
階段「易淹水地區水患治理計畫」 (100-102 年)的非工程措施,加
強參與計畫之社區的防災、減災能力,以減輕水患對當地民眾生活之
衝擊,本計畫由彰化縣政府編列相關維護經費,期能持續經營辦理及
維護參與本計畫之社區其於防災措施推動。今年已於彰化縣推動7 處
水患自主防災社區之輔導工作,其主要係以近年來飽受水患之苦地
區、或位於高淹水潛勢,並具有高度配合意願之社區為推動主體,因
此,101 年擇定芳苑鄉(三合、民生、興仁)社區、鹿港鎮(南勢、洋
厝)社區及大城鄉(上山、潭墘)社區7 處水患自主防災社區優先辦理。
本計畫至結案前共完成
一、水患自主防災社區疏散避難系統建置
(一)設定水災防災疏散避難警戒值
(二)推動水災自主防災社區。包含:
1.辦理7 社區訪視及計畫說明會
2.辦理水患自主防災社區組織成員教育訓練,各社區5 場共計35
場。
3.引導社區民眾進行環境踏查
4.依據社區特性繪製水災防災地圖,各社區1 張共計7 張。
5.協助社區親自動手完成水災避難疏散圖繪製
6.辦理水患自主防災社區防汛演習
7.協助社區編撰水災疏散避難計畫
(三)水災自主防災社區疏散避難圖繪製交流及宣導。包含:
1.辦理水災自主防災社區幹部疏散避難知能強化1 場,並配合中
區服務團參與一場幹部培訓課程1 場。
2.辦理自主防災社區交流活動,各社區1 場共計7 場。
3.配合彰化縣政府水利資源處記者會,辦理水患自主防災社區成
果座談會1 場。
二、協助水患自主防災社區應變設備及裝備購置
(一)各社區劃設10 處水尺,共計70 處;另雨量筒等社區自主警戒
器材於每社區購置10 處,共計70 處。
(二)各社區購置30 組防災背包共計210 組。
(三)民眾淹水預警資訊發動系統(無線電每社區7 支共計49 支;不
斷電系統每社區1 組共計7 組)
三、縣市及鄉鎮級水災防災地圖建置及使用說明
(一)建置縣市及水災防災地圖及使用說明
(二)建置鄉鎮級水災防災地圖及使用說明
其中共完成縣市級26 鄉鎮之水災防災地圖,以及鄉鎮級591 村里之
水災防災地圖。
英文摘要
Taiwan was narrow and crowded. Because of illegal lands
developing and over pumping of the groundwater, that caused severe land
subsidence at west-south coastal areas of Taiwan. The impacts of
environment lead to the outcomes such as the impeded drainage, seawater
encroachment and invade of seawater tragedy. More over, the Hydrology
of Taiwanese lands is complex, the hillside cliffy and the river short, the
rain falling down from upstream to downstream of the river only takes
merely few hours, which caused flood when the Typhoon or pouring rain
comes to Taiwan.
The Government of Taiwan focuses on the problem of executing the
long term planning and remediation, and we have to recognize that the
Flood Management takes time and the limitation of protecting the
engineering execution. So we should strengthen non-construction
methods, for example that accurate warning system and make the
Standard operating procedure of evacuation and withdraw, putting to
practice. And enhance promotion of prevent disaster education to the
residents. Furthermore, to develop the non-construction methods, in
progress to promote the project of disaster preventing of villages in
flood-prone areas of Changhua.
To execute the project practically, Executive Yuan approved the
Ministry of Economic Affairs to offer three steps of Regulation project of
flood-prone Areas(2011-2012) non-construction methods in 2006
may-third. To strengthen the disaster prevention ability of village where
practicing the project; to mitigate the impacts to the life of residents of
floods.
The budget of the project was drafting from the government of
Changhua County, expecting that continuous management and
maintenance of the promotion could prevent the infrastructures of the
villages in which joined the project. We had promoted seven places to
become the self- preventing village of flood this year, the chosen areas
were mainly because of the high frequency of flood suffering, the
location of higher hazard potential, and the villages of higher
collaborating trend. In this year, we choose Fangyuan Town(Sying Ren
village、Min Sheng village、San He village), Lukang Town(Yang Tswo
village、Nan Shih village) and Dacheng Town(Shang Shan village、Tan
Chyan village) as the paradigm of executing the project.
