本計畫範圍位於濁水溪下游斷面07~斷面087(二水鐵路橋下游)右岸,流經行政區計有大城、竹塘、溪州以及二水鄉等四鄉鎮。計畫主要為了解濁水溪下游右岸河防建造物結構現況,採用非破壞檢測方式,檢查河防建造物之使用狀況與內部損壞狀態,包含結構體內部裂縫及孔洞等情形,以便未來做為堤防改善、維護管理之參考依據,以及尋求有效維修與補強方案,是以辦理本計畫。
本計畫二次目視調查成果中,共計167處損壞,其中裂縫損壞為114處、坑洞損壞為17處、下陷及剝離損壞為32處、其他損壞為4處,分別約佔69%、10%、19%及2%。各河防建造物依損壞種類進行分析比對,裂縫損壞長度以下水埔導水堤2段、1段及潮洋厝堤防各佔19%、19%及17%最多,其餘堤段各約佔0~9%不等;坑洞損壞處以下水埔、下溪墘及九塊厝堤防各佔23%、18%及17%最多,其餘堤段各約佔0~12%不等;下陷及剝離損壞處統計以九塊厝、下海墘及潮洋厝堤防各佔29%、26%及23%最多,其餘堤段各約佔0~11%不等。現況破壞較嚴重之8處分別位於下山腳堤防3處、九塊厝堤防3處、潮洋厝堤防1處及苦苓腳堤防1處,原潮洋厝堤防2處越堤路面下陷處已完成修復。
本計畫透地雷達檢測總長度為28,788公尺,其中輕微淘空長度為1,577.5公尺、中度淘空長度為97.5公尺、嚴重淘空長度為10公尺,嚴重淘空訊號位於下山腳堤防及九塊厝堤防,中度淘空訊號位於下山腳堤防、九塊厝堤防、田頭堤防、潮洋厝堤防及下水埔導水堤(2段),應特別注意及觀察。
本計畫採用目視調查及非破壞性檢測成果、河防建造物歷史資料、堤後保全對象、堤身結構評估、環境因素評估及水理分析評估等六項指標作為評估指數,將各堤防分段評估,評估結果中以下溪墘堤防(0K+000~0K+600)總分62分、苦苓腳堤防(0K+000~0K+247)總分57分、下水埔堤防(4K+800~5K+700)總分54分及九塊厝堤防(4K+000~4K+800)總分52分等4個區段屬注意改善之層級,應特別注意其安全及優先安排修復工程。
計畫範圍內河防建造物維護及修復經費為1,858萬餘元,其中現況破壞較嚴重處之維護及修復經費為191萬餘元。

This project area is located at downstream section 07 ~ section 087 of the Choshui River (downstream of the Ershui railway bridge) on the right bank, and the administrative areas it passes through are namely the 4 townships of Dacheng, Chutang, Xizhou and Ershui. This project main purpose is to understand the current status of the embankments on the downstream right bank of the Choshui River, using non-destructive testing methods to check the usage situation and internal damage status of the embankments, including internal structural cracks, holes and other situations, as future reference for improvements, maintenance and management of the embankments, and to seek an effective program for repairs and reinforcements, therefore it was decided to implement this project.
The results of the secondary visual survey of this project were a total of 167 damaged sites, including 114 sites with cracks, 17 sites with potholes, 32 sites with subsidence and stripping damage, and 4 sites with other damage, respectively, representing approximately 69%, 10%, 19% and 2%. Analyzing and comparing each embankments according to damage type, cracks were found mostly in section 2 and 1 of the Siashueibu embankments and the Chaoyangcuo embankment with respectively 19%, 19% and 17%, while the other embankment sections accounted only for 0~9% of the total; potholes were found mostly at the Siashueibu, Xiaxiqian and Jiukuaicuo embankments, accounting respectively for 23%, 18% and 17%, while the other embankments accounted only for about 0~12%; subsidence and stripping damage sites were mostly found at the Jiukuaicuo, Xiahaiqian and Chaoyangcuo, accounting respectively for 29%, 26% and 23%, while the rest of the embankments accounted only for 0~11% of the total. Currently the 8 most damaged sites are located respectively at the Xiashanjiao embankment (3 sites), Jiukuaicuo embankment (3 sites), Chaoyangcuo embankment (1 site) and Kulingjiao embankment (1 site), the 2 sites with road subsistence originally located at the Chaoyangcuo embankment have been completely repaired.
The total length investigated using ground penetrating radar detection in this project is 28,788 meters, of which 1,577.5 meters were slightly hollowed, 97.5 meters were moderately hollowed, and 10 meters were severely hollowed; signals for severe hollowing were detected at the Xiashanjiao and Jiukuaicuo embankments, moderate hollowing at the Xiashanjiao, Jiukuaicuo, Tiantou, Chaoyangcuo and Siashueibu (section 2) embankments, so particular attention and monitoring should be implemented in these locations.
This project uses six indexes, including results of visual investigations and non-destructive testing surveys, historical data about embankment, back embankment maintenance object, embankment structural assessment, environmental factors evaluation, water management analysis and evaluation as assessment index, to assess each embankment section, among the assessment results the Xiaxiqian embankment (0K+000~0K+600) with a total score of 62 points, Kulingjiao embankment (0K+000~0K+247) with a total score of 57 points, Siashueibu embankment (4K+800~5K+700) with a total score of 54 points and Chaoyangcuo embankment (4K+000~4K+800) with a total score of 52 points are the 4 sections that have been marked for focused improvement level, so special attention should be paid to these sites and their safety and rehabilitation works should be prioritized.
Maintenance and repair expenses for the embankments included in the project range is about 18.58 million NT Dollars, of which maintenance and repair expenses for the currently most severely damaged sites is 191 million NT Dollars.
