近年來公共工程之推動已開始注意對環境生態之影響,惟現有河川生態資料欠缺難符相關規劃設計之需,而亟需補充調查及整合分析,俾供各界參考,爰此辦理後龍溪水系河川情勢調查工作。本計畫為兩年之延續性計畫,第一年度(101年度)執行主流後龍溪、支流老田寮溪、新店溪、沙河溪及飛鳳溪的情勢調查,第二年度(102年度)則辦理支流大湖溪、雞隆河、汶水溪、鹽水坑溪、南湖溪及打馬溝溪的情勢調查。 本計畫主要工作包括後龍溪主流及支流老田寮溪、新店溪、沙河溪、飛鳳溪、大湖溪、雞隆河、汶水溪、鹽水坑溪、南湖溪及打馬溝溪的基本資料蒐集、河川調查(包含河川型態、棲地調查、高灘地調查、空間利用調查、河川結構物調查、流量調查、水質調查等)、生態調查(水、陸域生物調查)、資料庫建置及河川環境管理建議(河川管理應注意事項及生態工程規劃設計注意事項)。

The purpose of this two-year plan was to compile ecological
information and current status on the Houlong River System in order to
provide a basis for its ecological engineering planning and for
establishment of its ecological resource database. The first year of the
studies focused on the main river and its tributaries Laotianliao river, Shahe
river and Feifeng river. In addition to the compilation of abiotic factors
(physical conditions, water quality indices, engineering constructions, and
recreation usages), we conducted seasonal biological surveys on algae,
aquatic insects, shrimps, crabs and freshwater fishes in aquatic
ecosystem , and on riparian vegetations, mammals, birds, reptiles,
amphibians, and butterflies in terrestrial ecosystem.
A ground survey indicated that the riparian areas had been highly
disturbed by human activities. The upstream area was developed as
agricultural lands, while the downstream region was intensively urbanized.
The water pollution condition was getting worse from upstream to
downstream, based on the standard by the Environmental Protection
Administration. There was many recreation spots within the watershed.
In the aquatic ecosystem, we collected 42 species of fishes, 18
species of shrimps and crabs, 16 species of aquatic insects, 16 species of
conch shellfishes, 1 specie of annular animal, 66 genera of planktonic
algaes, and 45 genera of attached algaes. There were 10 endemic
freshwater fish species, 1 endangered protected fish species,and 1
endemic shrimp specie along the Houlong River and its tributaries. Overall,
the species show gradient changes from upstream to downstream.
In the terrestrial ecosystem, there were 75 species of birds, 13 species
of amphibians, 18 species of reptiles, 13 species of mammals, 68 species

of butterflies, and 27 species of dragonflies. There are 29 endemic bird
species, 10 conservation bird species, 10 endemic amphibian species, 6
endemic reptile species and subspecies, 1 conservation reptile specie, 7
endemic mammal species and subspecies, 1 endemic butterfly specie, and
4 endemic dragonfly specie along the Houlong River and its tributaries. In
general, most of the species were typical animals that represented the
ecological status in the region. Some of them, especially birds and
butterflies, may be used as indicators for future resource monitoring.
Totally, 428 species of plants were found. Of these 16 species are
endemic. There are two rare species (Formosana and Taiwan
buergerianum) in the study area.
A resource database based on GIS technology was compiled. In the
database, various layers of abiotic and biotic factors were digitized. These
maps included administration, topography, river, human development,
water survey, pollution index and biological resources. The survey results
of this year will upload to the web-based query system that was established
and installed by Water Resources Planning Institute,Water Resources
Agency.
The current ecological status in the Houlong River System indicated
strong human disturbance. To have a better protection on biodiversity in
this region, we provided various recommendations on how to design and to
manage the river resources.
Our work on the current status in the Houlong River System is only a
beginning for effective management of the natural resources in the region.
We expect similar work can be conducted in other rivers of Taiwan in the
near future, and these data can be compiled in a well-designed database.
These status reviews should provide a starting point for our river
management work and, thus, a better environment for future generations
