健全水井管理策略與查察管理技術提昇研究計畫(1/3)(內附光碟) The Study of Integrated Management Strategies and Advanced investigation and Monitoring Technologies for Drafting Ewells (1/3)

為有效紓緩彰雲地區地層下陷情勢,行政院於100年3月16日核定經建會所提「雲彰地區長期地層下陷具體解決方案」,吳院長另指派李政務委員鴻源召集專案檢討工作,於100年5月16日、6月17日、及7月25日先後召開3次專案會議,經邀集農委會、經濟部、交通部、內政部、縣政府(雲林及彰化縣政府)等機關共同研商確認「雲彰地區地層下陷具體解決方案暨行動計畫」內容(已於100年8月16日奉行政院核定),由減抽地下水增供地面水、地下水環境復育、加強管理、國土規劃等4大層面著手,研擬9大工作重點,並訂定32項具體解決措施,以推動雲彰地區用水合理化、確保國土安全及減緩地層下陷對高鐵之衝擊,俾建構「節水型社會」。
鑑於超抽地下水之問題,涉及國土利用、區域產業(工業及農業)發展,以及地方政府之地下水管理等面相,應由各層面協調辦理,才能徹底解決,而健全水井管理為其中重要環節,上開行動計畫中為逐步落實水井及其用水管理,爰規劃以二年為期全面重新清查雲彰地區水井,由經濟部協助彰化縣及雲林縣政府清查民生及工業用水井,農委會協助兩縣政府清查農業(農、林、漁、牧)用水井。為改善往昔水井調查工作未逮之處,經濟部水利署(以下簡稱本署)期藉由查獲水井裝置辨識標籤方式,以利現場巡查人員立即確認井籍相關資料,俾作為新設或既有違法水井之辨識依據,以及健全水井井籍管理之基礎。而此清查作業之推動與後續管理作為之定位息息相關,故尚需建構整體水井管理配套措施與策略方可克盡其功。緣此,本署爰辦理本委託服務計畫,期以3年期間,以彰雲地區為主要實施範圍,就健全水井管理相關策略與措施進行研擬、協商、試行、檢討與修正,另就水井辨識標籤現地安裝及後續相應查察管理介面系統建置進行測試、修正與維護相關作業,俾提供健全水井管理重要基本資訊與實務推動之技術、行政支援輔助系統工具,提高水井管理作業效能。

Wells manage is the important base of groundwater resources. Water Act and its sub-law have been clearly specified the wells set and the pumping capacity management, etc. The kind of Wells existence state can be divided into legitimate and illegal wells, its according to meet the regulatory conditions. Previous survey results accumulated the wells numbers more than 300,000, of which approximately 95% are not legally registered illegal wells. However, taking into account the industrial development and livelihoods, has not been able to legally dispose of and effective management, and making it a serious blind spot of the regulations and management. In many areas, groundwater has shown signs of long-term excessive pumping of the state, and become the one of the land subsidence major causes.
Both from the management level and disaster prevention level, management for drafting wells needs urgent improvement, however, the behavior of water pumping closely related to the land use, the development of regional industry (industry and agriculture), and the stability of surface water supply, not only administration by law as can be response, and need to rely on the competent authorities of all levels of co-ordination and proper treatment can be completely resolved.
In response to the huge number of illegal wells in Yunlin and Changhua areas, and face to its Economic activities closely related, requirements Changhua and Yunlin County governments and the central industry competent authority related industries, assist and cooperation to understand exactly the details information of all wells in 2 years, then grading, classification, zoning to control and effective management by water supply conditions, demand for industrial development, environmental load capacity, pumping capacity impact. In the real state of water supply, planning feasible measures for industrial development.
The works of this project are assist the relevant units of promote build wells database and subsequent management plan elaboration in Yunlin and Changhua areas with WRA. The major achievements list as:
1. Evaluate various types of wells label on the environment and cost factors, QR code combined with the visual codes printed on the specialized aluminum plates has prevent the demolition of the cut-off corner of and laser anti-counterfeit, has characteristics about low cost, excellent weathering capabilities, and prevent displacement. It does can be able to meet the demand of wells device identification label.
2. Developed the wells management information systems and mobile devices version wells identification tag management system to provide a management wells operating platform for internal operating management and inspectors build data, check it, and action management.
3. Set a demonstration job of wells repeat inventory and identification tag management in Yunlin County Tuku Township Pijiao Village, and preliminary master public acceptance. Stipulate the application and Acceptance job specifications and standard operating procedures of wells management, and provide Yunlin County and Changhua County Government to promote the work of reference.
4. Collected the type of metering equipment and technology, with management needs, operating environment, and public acceptance, and then develop wells pumping capacity management demonstration projects.
5. To formulate recommendations about the subsequent wells management measures and strategies, and provide Yunlin County and Changhua County Government to set wells disposal plan of reference.
6. Assist the Water Resources Agency to discuss and amend the related operating principle of the wells in inventory.
7. Hold 2 education and training courses for the government undertaker in Groundwater control area municipalities and county (city).
8. Complete review of the effectiveness of illegal wells disposal plan of the county and city governments and achievements in the implementation in 2011.
