屏東地區過去之用水標的以農業用水為主，主要水源為地下水，惟隨著經濟發展、自來水普及率提升，預期未來增加之用水需求以公共用水為主，但由於該地區地下水限制開發，增加之水量應以地表水源為主要來源，為因應屏東地區未來水資源調配問題，滿足中高成長公共用水需求，經評估臺灣南部區域水資源開發方案及聯合運用的情形，並考量社會及環境影響層面，士文水庫為較優之方案。

1. Program Origin In response to Pingtung region’s future water resource allocations to meet the high-growth public water demands and alleviate the impact of manmade damage and natural disasters on the environment, and to provide for rainy days, the South Region Water Resources Office, WRA, MOEA (SRWRO) has actively promoted various water resource development plans over the years. The Shi-wen Reservoir of Shi-wen River located in Chunrih Township since 1982 commissioned domestic and international professional bodies to engage in geological exploration, hydrological surveys, and other feasible assessments over a span of more than 20 years, from which suggestions of great development value were obtained. 2. Plan Targets As the Shi-wen Reservoir Project has entered the phase II environmental assessment work, for the continuation of the previous advocacy benefits, reservoir construction project related public opinions from other townships have been more extensively collected to reduce resistance in the future implementation of the reservoir project. With the “Shi-wen Reservoir Water Resource Advocacy Program” completed in 2010 as the basis, the SRWRO continued to conduct advocacy programs targeting four townships: Chunrih, Fangliao, Fangshan, and Shihtzu this year (2011). 3. Work Content This advocacy program co-organized 12 advocacy activities and organized 1 township forum primarily in 4 townships during the approximately 10-month advocacy program period from February 15th to December 15th, 2012. With the advocacy unit’s input of professional human resources and assistance, in addition to the smooth launch of the activity sessions as well as praise from township heads and co-organizers, posters, flyers, billboards, flags, and other promotional materials enabled the participating general public to have full access to Shih-wen-Reservoir-Program related information through product placement. 4. Work Results A rough estimate shows that, of the 16 advocacy activities completed this time, the activity session implemented over the course of a month with the largest scale and most number of people was the 2012 Yam Industrial and Cultural Festival and the 2nd Ms. Yam Goodwill Ambassador Pageant held in Chunrih Township from July 7th to August 20th. An estimated 1,000 people were exposed to our advocacy information during advocacy activities stretching across six consecutive weeks. However, the activity session with the least number of people was also the communication briefing held in Chunrih Township on November 13th, with a total of only 21 participants. According to the explanation of Village Head Tsai wongi, this may have been because Shih-wen Resevoir no longer has a water diversion project for the Lili Creek causing a disinterest among villagers for attending the forum. Having said that, vice-chair of the township council, representative Song wensheng, who was born in this village, seemed eager to attend every event.
