本計畫以「淡水河流域」為範圍，包括淡水河、新店溪、大漢溪、基隆河、三峽河、景美溪及其支流之集水區。行政區域則包括台北市、台北縣、桃園縣、宜蘭縣、新竹縣及基隆市。淡水河流域近年因氣候變遷、海水位上升、土地都市化程度擴大、地質條件退化等外在因素，防洪效果已逐漸降低，衍生許多與河川區域相關之治理議題，如社子島及五股平原高保護評估、基隆河待改建橋梁、上游水資源設施取水濁度過高及淤砂庫容減少、下游河床淤積與洪水位上升、水質防制、河川空間利用及發展等議題。各議題各有其主管及目的事業主管機關，治水事權分散，且各機關間平時彼此聯繫不足，以致疏忽彼此權責事務間之關連性，而各自為政，無法有效解決治理問題。為避免上述問題發生，涉及河川治理規劃之相關議題應以流域為單元，以流域整體規劃方式統籌辦理。本計畫以流域整體治理角度，針對管理組織、國土規劃、防救災、水資源利用及河川環境利用五大議題之需求面及供給面探討，釐清其各子議題及相關之權責單位，作為未來政府施政方針。

The project region is Danshuei River Basin. Danshuei River System includes Danshuei River, Keelung River, Jingmei River, Sindian River, Dahan River, and Sansia River. Administrative areas include Taipei City, Taipei County, Taoyuan County, Hsinchu County, Yilan County, and Keelung City. Because of climate changing, sea water level rising, urbanizing, and decreasing of geological condition, the effects of flood control are also decreasing. Induced issues such as Shetzu Island and Wuku high protection assessment, the bridges on Keelung River must be rebuild, high water turbidity on water facilities in the upper reaches and reduction of reservoir capacity, downstream river degradation, flood water lever rising, water quality problem, space utilization in river region. All of them need to be managed by different governments working together to find out the best solutions. This project proposed 5 topics in Danshuei River Basin related management issues. There are management organization, the land-use planning, anti-disaster relief, water use and river environment use. The project analyzed the responsibilities of these topics, and the complicated cause and effect relations between some issues.
