為能審慎評估全球氣候變遷對水利事業可能造成的衝擊,及謀劃相關因應策略,在總體考量我國國情、體制、資源、研發與實務工作能力及水利部門應有作為,水利署於98年度執行「氣候第1階段管理計畫」,並規劃4年(99~102年)「氣候變遷對水環境之衝擊與調適研究計畫」科技研究發展專案計畫。
本項研究計畫為該整體研究計畫中之一環,目的係為整合水文環境變化、衝擊評估、脆弱度及風險評估等工作,並配合河道土砂運沖淤導致河相變遷模擬試驗,進行因應氣候變遷所造成的極端氣候南部土砂災害處理對策示範研究。本計畫以曾文溪及高屏溪流域為例,整合土砂災害對坡地、河道、海岸的影響,以建立極端事件下南部流域現階段土砂災害處理對策,並檢討現有的土砂災害預警系統,擬定在發生極端降雨事件時,流域水土災害疏散避難與救災對策。
英文摘要
The southwest region of Taiwan was struck by the rainstorm caused by Typhoon Morakot on August 8th, 2009. The topography and landscape of watershed was significantly changed and serious disaster was induced. The rainstorm caused by typhoons similar to Morakot may become normality considering the global climate change and frequently occurring of extreme hydrological events. The scale of disaster in river basins have transformed into regional compound disaster of sediment and flood in recent years. The related responding strategies to sediment and flood disaster in river basins have to be prepared for the impact of global climate change on water conservancy facilities.
The tasks in the first year include collecting related references, investigation and analysis of basic data including current and historical disasters caused by sediment, establishing models of assessing risks of hillside collapse, estimating sediment yield evaluating management strategies of sediment disasters in Gaoping River basin as a case study. The tasks also include analysis of the characteristics of hydrological changes of river basins and estimating the sediment yield of river basins under extreme climate, proposing concepts of preventing sediment disasters in Gaoping River basin.
The tasks of the second year follow the results of estimating sediment yield in the Gaoping River basin in the first year works combining with the sediment transport modeling in the river channel to simulate the erosion and sedimentation along the river channel and to assess the impacts of sediment on water conservancy facilities under extreme climate conditions. The fragility and risks of sediment disaster will also be evaluated. The ultimate goal of the study includes preparing the strategies of preventing sediment disasters in the Gaoping River basin and reviewing the precaution and early warning system.
