台灣為一個海島型國家，與水資源關係密切，水資源問題攸關國家整體經濟發展及國人生活品質，由於產業進步發展導致水資源匱乏問題日益嚴重，部分業者轉而抽取地下水致使地下水資源減少外，亦造成部分地區地層下陷，為利後續土地利用、產業輔導與環境保育，以及水資源調度、管理等工作規劃之依據，爰針對台南市七股區、嘉義縣溪口鄉、新港鄉、屏東縣恆春鎮等第進行水井清查作業，以作為擬定地下水管理及地層下陷防治方案提供有效之依據。
