本計畫之執行，係藉由水井抽水試驗中所進行之分級試水與定量試水操作結果，進行整體分析探討與現地驗證，研擬規劃上述試驗之系統化作業流程；以求得精確合理之最適抽水量與保育出水量，俾為今後地下水水權量適切核給之參酌依據。此外，復藉由技師簽證作業之加強宣導及針對各縣市實際辦理水權業務人員之專業教育訓練，冀以落實地下水水權之嚴謹管理與適度利用，並期維繫現有地下水資源之涵容與永續。

The groundwater rights are important conditions for the legal aspect of groundwater use. Owing to the need for professional skills in assessing the status of groundwater and the fact that undertakers of water rights lack professional knowledge to analyze a reasonable potential discharge and pumping time of wells for applicants, it is necessary to build a methodology based on reasonable and scientific statistic in order to avoid approving an excessive amount of pumping time and pumping rate that would make groundwater resources worse. A study plan based on a hydrogeologic theory and the basic data that is annexed to the application documents of the applicants applying for groundwater rights is needed to make rules to judge the reasonable pumping rate and pumping time in order to calculate a safe yield, conservation yield, and the artesian groundwater quantity of individual wells. The project has already investigated the status of groundwater rights, data processing, and groundwater management. According to investigation results, a need was discovered for additional specific data items to be recorded on the water rights information system to strengthen the data processing and storage ability. In addition to data processing, the project also simulated the pumping and drawdown status of groundwater with different pumping rates and pumping time at nine places located in northern, central, and southern Taiwan. According to the analysis, there were 432 kinds of variation results in groundwater drawdown. The project also did several analyses on variation of groundwater levels, the rise of groundwater levels, relations between physical limitation, thickness of aquifer, and groundwater level in order to identify the conservation yield of individual wells. Accordingly, the undertakers of groundwater rights could judge how much quantity of groundwater could be offered to applicants. In addition in performing the work prescribed above, the project also edited “The handbook of pumping test of individual wells for groundwater rights application” and “The handbook of artesian groundwater measurement of individual wells for groundwater rights application” to provide more specific and correct results and as the basis for issuing the groundwater rights and its reasonable quantity.
