本計畫延續98年及99年「水利核心職能提昇與團隊能力建構」計畫之成果，進一步就水利核心職能中有關變革力、協調力與特殊專業力規劃客製化之培訓課程。第一部分大師講座經驗學習示範課程擬建立一個以高階退休者為主力的人才庫，結合當前水利業務推動常遭遇之重大議題，與高階退休者豐富的專業知識與經驗開發一門示範性之專門課程與流程，以充分達到經驗傳承與世代交流之目的。第二部分領導組織變革課程，則配合行政院組織再造作業，預先針對高階主管培訓其領導變革必要的能力，包含增進對環境的敏感度及其領導變革之溝通能力、整合團隊及提升其執行變革輔導之能力、強化自我管理及建立互信互動工作環境之能力等，以期於組織改造後水利業務推動之無縫接軌，並順利適應組織內外之變化。第三部分環境教育課程將配合環境教育法之推動進程，提供環境教育實體課程，完成署本部人員4小時以上環境教育，並錄製成光碟分送所屬機關進行數位學習。第四部分國際相關事務課程係配合本署定常性國際合作及交流事務之需要，針對國際會議語言與簡報、會議規則與禮儀、實況解析與模擬演練等能力調訓具潛力之水利國際交流人才，充實本署外交業務能力。

This project plans and delivers 4 special courses for Water Resource Agency (WRA) based on the SWOT analysis of existing training programs, business transition and internal and external situation of WRA for training the required operation capability. The four main courses include: “Experiential Learning Courses”,“Leading Change Courses”,“Environmental Education Courses”and“International Affairs Courses”. Experiential Learning Courses are conducted according to the adult learning model. The “Water Disaster Management” class is developed this year which is combined crisis management technical and water disaster cases. The courses are held on 18th, 23rd, and 25th of November 2011 in Kaohsiung, Taipei and Taichung. Leading Change Courses are conducted for high-level management committees to enhance their skills for leading effective change in WRA. The course is held on 19th~20th of December 2011 in Taipei. Environmental Education Courses are conducted by general speeches of environment according to the Environmental Education Act. There are 8 speeches in this project. Based on the survey of types of courses requirements, this project also delivers the Environmental Education Plans of WRA in 2012. International Affairs Courses are conducted according to the 2010 International Affairs Courses and developed basic class and mandarin class. The basic class is held on 27th~29th of July 2011 in Taichung, and the mandarin class is held on 22nd~ 24th of June 2011 in Taichung. This project includes the activities planning, execution, documenting and internet publishing of the above courses. And this project also set the exclusive website to investigate, sign up and download teaching material. Finally, based on the experiences of these courses, this project proposed the key training content and the development directions in the future.
