本計畫擬將低衝擊開發(Low Impact Development, LID)及具有節能減碳功效的綠色工程(Green Infrastructure)之觀念,導入水質水量保護區的管理措施中,並採用決策支援系統進行水質水量保護區綠色工程設置之最佳化研究,期能透過分散式設置最佳管理措施(BMPs)降低劇烈天候之衝擊及水質源頭管制之目的,並挑選數處案例示範模擬分析,提出「水質水量保護區管理實施計畫」供水質水量保護區管理參考。
英文摘要
In order to sustain the water quality and the quantity of tap water, the total of 113 tap water quality protection regions are defined according to the “Tap Water Act”. The total area of the protection regions is 8,990 square meters, which occupies 25% of land in Taiwan. However, due to the society and economy development, the demand of land dramatically increased and the improper land use happened. The improper land use caused the damage of natural environment, the decrease of assimilative capacity and the polluted source water.
Water resources management and conservation strategies are advanced with society development. Besides the environmental-friendly engineering methods, the effective measures to mange storm water are also important. Urbanization leads to more impervious area and more storm runoff. Low Impact Development (LID) and Green Infrastructure (GI) are positive actions and emphasize overall efficiency, energy saving and pollution reduction. LID is viewed as a new stormwater management method which is not only to assist the current facilities but also to be applied in new development plans to achieve sufficient stormwater management. The applications of GI include water related construction and moreover, energy saving projects and material improvement.
In addition, the conservation promotion plans should be taken into practice according to the legislation requirement. But there are always several administration agencies in one protection region and are hardly to integrate available resources. So far, no conservation promotion plans are completed. One important mission of this project is to provide a general framework of the promotion plans. This project is a two-year project. In the first year, the international experiences about conservation measures are collected, including Lake Biwa in Japan, LID, GI, etc. The methods to assess effectiveness of conservation measures are provided as well. To promote the new conservation concepts, a conference on conservation technology and tools is held. The major output of the project in this year is to suggest the framework of conservation promotion plan of Bashin tap water quality protection region. In the coming year, the detail conservation strategies will be designed by applying the decision making system, which is the SUSTAIN Model, to find out the optimal LID/BMP placement. Finally, the formal implementation proposal for Bashin tap water quality protection region will be finished in the second year.
