目前全台公告共96座水庫,其中本島為66座,離島為30座,除本署各水資源局管轄14座水庫外,其餘管理機關(構)分屬臺北翡翠水庫管理局(1座)、台北自來水事業處(2座)、台灣自來水公司(22座)、台灣電力公司(21座)、台灣糖業公司(3座)、嘉南農田水利會(6座)、苗栗農田水利會(3座)、南投農田水利會(1座)、屏東農田水利會(1座)、高雄縣政府(1座)、金門縣自來水廠(14座)及連江縣政府(8座)等單位,其管轄事權分散。由於水庫庫容乃提供水資源蓄存及調配運用之關鍵,本研究擬就96座主要水庫中非屬水資源局管理之82座中,分析出對整體水資源有關鍵影響之水庫,研析其移由本署各水資源接管之必要性與可行性,以加強水資源整體聯合調配運用、水資源經營管理、安全維護及集水區治理保育之成效,同時提升水資源整體運用效率及達成水庫永續經營之目標。
英文摘要
Sole ownership of major reservoirs to facilitate centralized management, if financially, legally, and politically feasible, is therefore construed by many water managers and experts as a prudent approach to sustainable utilization of our surface water.
This work is to examine the feasibility of managerial takeover of major reservoirs by the WRA. Through our AHP process, choose Fei-tsui, The-chi, Wu-She, Pai-ho, Wu-Shan-Tou, Nan-Hua and Pao-Shan as the major reservoirs. The tasks include: (1) to collect and analyze current reservoir management and operations data from all reservoir managers, (2) to analyze the necessary of the proposed managerial takeover, (3) to analyze the feasibility of the proposed managerial takeover (4) to draft executable plans for the takeover, and (5) to complete management strategies for the takeover.
According to our assessment, the order of managerial takeover is Nan-Hua, Pao-Shan, Wu-She, Pai-ho and Wu-Shan-Tou reservoir. However, both legal property and will of managers become main limits. Base on the water supply-demand situation, and life of reservoir, Nan-Hua must be takeover as soon as possible. TWSC and WRA should coordinate their efforts to increase the usage efficiency of water resource and strengthen the reservoir and watershed management. Pao-Shan maybe not so urgent, but WRA should keep pushing the discussion of managerial takeover. Presently, the others would be better to maintain the present condition.
