朴子溪流域面積427平方公里，主流全長約76公里，屬中央管河川。本局治理界點由河口至竹崎鄉金福橋全長約60公里，兩側現況防洪構造物興建日期不一，由日據時期至民國96年統計，現有堤防72,500公尺、護岸6,431公尺。 現況防洪構造物歷經多年風吹日曬、颱風豪雨後，已有堤頂下陷、淘空滲砂與材料劣化等現象一一發生，尤其在嘉義市廬山橋至華興橋段因興建防洪構造物後，天然河道塑縮，河槽的橫斷面與縱斷面產生極大變化，深槽低點至堤頂高約有15公尺的高差，對於現況防洪構造物的安全性影響極大。 歷經民國98年88水災等沖刷影響之後，造成堤防嚴重受損亟需評估其安全性。 然而整河段拆除重建工程經費龐大，為能尋求有效維修與補強方案，擬委外辦理安全性評估分析及研擬改善方案。

Putsu River is managed by the central government. The length is about 76 km and the watershed is about 427 m2. The fifth River Management Office is in charge of the downstream reach from the estuary to the Jinfu Bridge in Jhuci, which length is about 60 km. The existing dikes and revetments in the reach were constructed in different period of time. Until 2010, the lengths of the existing dikes and revetments are about 76,911 and 7,736 meters respectively. Due to weathering and flooding, a part of dikes and revetments appear settlement, erosion and deterioration which affect the safety of the existing structures seriously. Therefore the purpose of this project is to evaluate the safety of the structures. The primary tasks include three site inspections and non-destructive testing. The site inspections were carried out in June, Sept, and Dec 2010. The non-destructive testing including 30581 m ground-penetrating radar and 2100 m2 thermal infrared images scanning were completed. The basic information and disaster damage data were also collected to review the current flood capacity and then to propose suggestions. Finally, a scenery video introducing Putsu River was completed. By hydraulic analysis and channel transmission capacity review, the majority of the river embankments have been built to accommodate 100-year return period peak flow, but some sections that do not have enough embankment height has the possibility of overflow,in which 11 and 16 sections at the left and right .Because most of these sections are waiting for the construction of embankment, it is proposed for the construction of dikes to reduce the probability of flooding. According to site inspection and non-destructive testing results, embankments, respectively, Wanciao revement, Lushan Bridge revement Luman dike, Putsu dike and Wenzi dike are recommended to repair as soon as possible, In addition, 9 structures need to paid attention and repaired,and the others are planning to repair.
