本計畫範圍包括本局所轄所有海堤（包含台東、綠島鄉、蘭嶼鄉及金門縣）。全程延續性計畫共2年(99~100年)，第一年以台東地區(含綠島及蘭嶼)為主要計畫範圍，如圖1，利用資料蒐集、現地探勘及非破壞性檢測資料進行構造物安全性評估。第二年以金門地區為主要計畫範圍，如圖2，利用資料蒐集、現地探勘及非破壞性檢測資料進行構造物安全性評估，並以全段為主要計畫範圍，進行構造物安全性評估、損害原因分析及針對海堤變形、材料劣化等受損堤段研擬有效且經濟之改善措施建議以供未來辦理設計之參考。以下全段係指整個計畫區本局所轄所有海堤（包含台東、綠島鄉、蘭嶼鄉及金門縣），台東縣含離島地區海堤共計約為8公里，金門地區海堤共計約7公里。

There are approximately 225 kilometers coastline in Taitung county, Lanyu, and Ludao. The coastline of Taitung County is around 172 kilometers between the Zhangyuan Village of Changbin Township and the Daren Township. And there are three types of sea shore including the 127 kilometers gravel beach, the 25 kilometers cliff seacoast, and 20 kilometers reef seacoast. In order to avoid costal disaster, it has constructed seawalls, revetments, and protection works since 1981.The Taitung seacoast has constructed the seawall length of 3507 meters, the revetment length of 1649 meters, protection works length of 19587 meters, 1194 meters coastal protection structure in Ludao township, and 242 meters in Lanyu township up to 2010 march. However the seawall possible have deformation, hollowed sections, and material deteriorated situations after incoming several typhoons and heavy rains. Thanks for the rapid technological advances, we were able to use those non-destructive detection technology to detect the underground structures to get a fast, economical and efficient result. The project used evaluation result of the coastal protection structure to get safety condition and geological structure in Taitung county area. The result of safety evaluation could be a guideline for the reference of design and maintenance.The project inspected 8019 meters length of the coastal protection structure in Taitung and Ludao area which including visual examination and detection of ground penetrating radar. The result present the crack in front of seawall cause by erosion of ocean waves and rebar corrosion on the seawall Fugang No.2. The side behind seawall shows slight crack and breakage layer of smooth stone on seawall Nanliao No.2 of Ludao and does not have the potential of immediate hazard. The coastal protection structure of Yeyou Elementary school exhibited serious scouring situation in Lanyu area. Furthermore, the project finished the sited grading criterion for the coastal protection structure. The result of grading criterion could be the order of priority in maintenance of coastal protection structures.
