因應全球氣候及大環境之變遷，河川治理應轉型為兼顧防災、生態、環境、親水、休閒等多目標之綜合需求，並且落實生物多樣性，遵循自然法則，以確保河川環境之永續發展。且經地方多次反應，濁水溪北岸溪州鄉河段之堤防及高灘地需結合該河段之環境特性，並呼應地方需求，使該區段能在確保河防安全原則下，亦能改善河川環境、創造優質的河岸空間，以達到「人文」、「景觀」、「生態」及「遊憩」機能之願景，並兼具河防安全爰提出本計畫。計畫目標如下：（一）在防洪安全無虞前提下，以地方之人文與產業特色為規劃主軸，打造濁水溪北岸溪州鄉河段一處兼顧環境景觀與遊憩機能之公共休憩空間。（二）配合河川特性並兼具其生態功能，利用高灘地的閒置空間來營造生物棲地，提供水生動植物一個復育空間，並創造濁水溪一段可供民眾親近與生態教育之河川環境。
