近年來水資源作業基金業務逐年增加且益趨複雜，為簡化會計作業，會計室於97年簽請水資源作業基金會計系統增修功能已奉准於98年3月辦理，惟當時囿於經費有限，爰僅就與行政院主計處訂頒「中央政府作業基金會計報告、會計科目及淨資產運用分錄釋例一致規定」相關之功能需求及河川疏濬與管理業務需求先行辦理增修，致尚有預概算彙編、河川局推廣及資料傳輸及其他等功能需求尚未辦理。再者，近日為配合財政部預計自100年度起將國庫撥補水資源作業基金款項納入集中支付，需於原系統增加功能。為簡化基金會計作業，妥善運用會計室有限人力，提高工作效率，爰成立本增修計畫。
英文摘要
This system was developed using the web based tool - Microsoft .net Framework, which allows users to connect with the system via browser. The project purpose is spreading the accounting system to other River Management Offices and simplifying the work procedures. Based on existing functions of unit budget system that increases the budget estimates functions and a budget editing system improved operational efficiency of budget preparation. In order to lighten workload, it also increased a transmission interface for “Budget and Accounting information management system for government Nonprofit special funds (NBA)” with the Executive Yuan.
