為保護沿海地區居民生命財安全，並防止國土流失，爰研提本項計畫，將全省縣市管老舊事業性海堤予以全面清查俾利後續研堤整建計畫，以利達成海岸防護工作之整體性。

In recent years, Taiwan has affected by some extreme events. Heavy rainfalls, typhoons and billows often cause losses of lives and properties. The safety of vast seashores depends on enterprise sea embankments governed by county or city governments. The sea embankments can also protect the seashore lands from being washed out. However, the county or city governments are short in finance, so they can not afford to maintain the sea embankments nor re-construct obsolete ones. To protect the lives and properties, the Water Resources Agent proposed this project to check thoroughly the obsolete enterprise sea embankments so as to propose a detailed reconstruction plan to totally protect the seashores.This project collected records of sea embankments and compared them to those replied by the county or city governments. According to the records, professional hydraulic engineers were sent to investigate sea embankments in Keelung City as well as in Yilan, Taoyuan, Hsinchun, Miaoli, Changhua, Yulin, Chiayi and Pingtung Counties. The investigation results showed that most of the investigated sea embankments were in good condition, their structures and function still met the requirement of providing protection. Nevertheless, there were suggested improvement plans to the Waipu sea embankment in Miaoli, YuXin sea embankment in Changhua, Xingxin sea embankment in Yulin and Haomeli sea embankment in Chiayi, although these sea embankments were not seriously damaged.
