所規劃之地區性災害預警即時通報系統,以分析歷年因降雨所造成之災害資料,對應歷年雨量站或流量站資料方式,建立雨量或流量警戒值。當即時之雨量或流量資料達到警戒值時,於災害可能發生地點鄰近之行動電話基地台,利用簡訊方式,自動發佈災害資訊通知其訊號涵蓋範圍之互聯行動電話用戶,進行初步探討。對於各家行動電話業者基地台種類、各基地台分佈地點及涵蓋有效範圍、簡訊發佈可行性及意願進行調查,並以屏東縣林邊鄉為例,分析本系統建置時程及建置與維護運作所需費用,做為未來建置本系統之參考。
英文摘要
A flood warning information system for general public is developed for the following purpose. This system operates automatically after function was setup by administrator. During the early stage of potential flooding, when the water level increases over warning threshold value, this system provides a mean to notify specific public. This system can help increase the evacuation ability of government or civilians. It not only decreases the flooding losses during typhoons or rainstorm events, but also protects the life of local residents in time.
The demonstration area of this system is LinBian Township in PingTung County. To understand the operation and the trend of disaster promulgation processes, the operation of R.O.C central emergency measure disaster group and other foreign country hazards mitigation cases were collected. In order to understand the warning announcement standard and target water level station, the potential region of flooding area, time and characteristic of rainfall events were also analyzed in surrounding demonstration area over the years. Therefore, the HsineBei water level station was chosen as the announcement platform of information demonstration station. Three different warning levels from one to three were demarcated by different water level constrains. This system also includes text message transmission platform and information collection system as texting interface. Several telecommunication companies were interviewed for understanding of the telecommunication system basic abilities in Taiwan, such as number of base station, maximum texting capacity, signal power, and transmission time to ascertain the feasibility study of flooding disaster early warning texting announcement operate system. This would help increase the ratio of successful texting transmission. Several tests had been performed when WRA urgent strain disaster group established during 2010 flooding season. Four flood prevention staff group databases and standard operational procedure were also established as the platform guideline for the future.
