為落實中央及地方水權主管機關對於各標的用水範圍管理，經濟部爰於97年12月17日修正「水權水為有限的天然資源，並非取之不盡、用之不竭。水對於民眾生活、工業及農業的生產、社會經濟的活動，與產業的發展均具有關鍵性的影響，無論是農業、工業、都市發展、水力發電、漁業養殖、休閒與其他活動，都必須運用水資源。台灣因受地理與氣候條件的限制，原本就存在著水資源供給「不足」的問題，近年來又因社會轉型及經濟快速發展，導致各標的用水間產生了配置「不均」與效率「不彰」的問題，凡此種種均使得我國在水資源經營管理上面臨極大的挑戰。 依現行水利法之規定，乃是透過水權登記、用水查核、水源調配等規範，建構我國用水管理的核心，其中「水權登記」則是水資源分配使用之根本，而水權申請按件之標的用水需用水量計算，以及水資源之供水潛能的估算，將是落實水權登記核定水權量之基礎。歷年來，關於「各用水標的事業所必需用水量」之計算公式，以及水資源之供水潛能的估算等，多有研究且有顯著的成果，惟獨在「各標的用水範圍管理」部分，迄今仍未有輔助稽核管理機制，對於龐雜的資料，水權主管機關受限於人力，往往無法在規定的核辦期限內，將諸如--地目與用水標的不符、同一用水範圍重複申請水權等情形一一排除，導致水資源分配、使用的公平性與效率性均出現相當的落差。 為改善此一情況，同時落實中央及地方水權主管機關對於各標的用水範圍管理，本計畫98年度完成「家用及公共給水」與「農業（灌溉、養殖、畜牧）用水」等標的之水權用水範圍管理制度建立、「家用及公共給水」與「農業（灌溉、養殖、畜牧）用水」等標的之水權用水範圍稽核機制規劃、「家用及公共給水」與「農業（灌溉、養殖、畜牧）用水」等標的之水權用水範圍處理系統開發、「家用及公共給水」與「農業（灌溉、養殖、畜牧）用水」等標的之水權用水範圍稽核作業實施等工作項目。 而今年度計畫則將「工業用水」、「水力用水」及「其他用途」等標的之水權用水範圍管理一併納入規劃，使水資源的合理分配及經營管理更臻完備，同時透過用水範圍處理系統之操作及擴充，提昇水權用水範圍作業效率、強化水權用水範圍的經營管理。

The District works daily to help maintain a balance between people’s needs and nature’s needs for today and in the future. Therefore, water resources management is a wide and matter of utmost concern, including the public life, agriculture, and industrial manufacture, socio-economic activity, etc. The Water Rights Registration System planning process in order to achieve the goal that establish a sensible distribution of water resource came about effective availability, and put the plan into central and local government practice. Cooperate with the plan, Water Resource Management and Operation – Water Rights Coverage Area Examination was established two phases. First Stage Conduct, the water use management system as well as examination system of “Family and Public Water Supply” and “Water for Agriculture (Irrigation, Cultivation and Pasturage) Use” to exploit the water coverage management system was completed in 2009. And the other Stage Conduct, we also completed “Water management system for Industry, Hydroelectric, Manifold destination Use”; “PDA of Water Registration System”; ” Generalize orientations for 2 times(89 Person trip) and Training for 6 times(92 Person trip) in 2010. In addition, this plan we had inspected 254 parts, nearly 640,000 cases, in 2009. And this year, 2010, we’d also finished 1,335 parts, nearly 1300,000 cases. By now, there were glean nearly 2000,000 cases in our system database. For the sake of more perfect for water resource management and operation, we had explained how to operate the system and guide the responsible staff of water rights agencies as well as water rights applicants for filling out the related forms. Furthermore, to ensure that Water Registration Management to develop alternative water supplies so that the growing demand for water can continue to be met. What should do next, we chart the several work items, including to revise the handbook of Water Rights Registration and others content, to enable our system to comply better with the reality requirements, to amplify the functions of system, inclusion PDA. Beyond, we will continue to arrange the training classes to familiarize staff with the system. Aim and end, we’ll expect to be established a closer link between development decisions and the availability of water.
