因應溫泉法緩衝期規定，本署基於溫泉法中央主管機關立場，積極輔導溫泉既有業者合法申請；另依溫泉法第10條規定，地方主管機關應調查轄區內之溫泉位置、泉質、地質概況及使用現況等，建立溫泉資源基本資料庫，必要時，由中央主管機關予以協助。 為加速既有溫泉業者依溫泉法及溫泉開發許可辦法規定申請開發許可，擬透過本計畫建置金崙地區基本資料、針對溫泉井進行改善規劃並進而配合縣市政府協調既有溫泉業者，以期將溫泉業者合法納管。

According to the second stipulation of “Regulations for Hot Spring Development Permit”, the “Hot spring licensee” needs to apply for the “Hot spring development permission”. In the progress, it is required to attach the land agreement certification, and “Hot spring development and use plan book” for the permission of the Controlling organization that belong to County or City government. According to the fifth stipulation of “Regulations for Hot Spring Development Permit”, it suggests that the “Hot spring present situation report” could replace the “Hot spring development and use plan book”, which provides entrepreneur simple application way to obtain the “Hot spring development permission”. According to the table which Pingtung county government provided shows the regularization of hot spring entrepreneurs in Szuchung Hci area. It also shows there are totally twenty-eight entrepreneurs in the area. Twenty-one of these exist before July 1, 2005. Among the twenty-one, Eleven entrepreneurs have twelve hot spring wells. There are 15 entrepreneurs have good will to propose the “Hot spring development permission” in Szuchung Hci hot spring area. Eight entrepreneurs of these which exist before July 1, 2005 are allowed to propose “Hot spring present situation report” but another seven which exist after July 1, 2005 are allowed to propose “Hot spring development and use plan book” for the ”Hot spring development permission”.In the area, there are seven entrepreneurs whose real used quantity are under 70 CMD, and all them developed and used hot spring before July 1, 2005. The seven entrepreneurs’ hot spring wells are not located on geological disaster area. All them fit the conditions of “Simple Hot Spring Development Permission”. The real used quantity of investigation is approximately 842.78 CMD ~ 1215.51 CMD in the Szuchung Hci hot spring area. It is between 71.9 % ~ 103.7 % of the total amount control wich limited by Pingtung county government. The total amount proposed by entrepreneurs is between 506.58CMD ~ 688.61CMD. It is about 43.2 % ~ 58.7 % of the total amount control limited by Pingtung county government. The main stratums are Peony layer (Mt), terrace accumulative (t) and alluvium stratum (a) in the area. In the geology investigation include the regional geology material and location survey. The results also showed five items of environment sensitive areas: ”ground water recharge area”, ”geological disaster sensitive area ”,”non-metropolis use zone”, ” flood plane sensitive areas”, ”coastal management area”. Three representative hot spring wells include “Minghe Springs”, “King Fook” and “Southern Taiwan” were carried out with the well pumping experiments. The result shows the well safety yield is between 162CMD ~ 228CMD and transmissivity(T) is between 0.00157 m2/min ~ 0.0155 m2/min. Two times of “Szuchung Hci hot spring area development and use permission symposium” were hold in this project. We invited the Water Resources Agency, Pingtung County Government, Geology and Hydrology Technician engineers , and the local hot spring entrepreneur to discuss the planning work and guidance. The purpose of the projet which coordinate and guide entrepreneurs and county government to help the hot spring development and the application of hot spring water right is emphasized. The Water Resources Agency also encourages these entrepreneurs to propose the hot spring development permission application as soon as possible, it also claimed that the Pingtung County Government will help to accelerate the entrepreneur positively to develop.
