因應溫泉法緩衝期規定，本署基於溫泉法中央主管機關立場，積極輔導溫泉既有業者合法申請；另依溫泉法第10條規定，地方主管機關應調查轄區內之溫泉位置、泉質、地質概況及使用現況等，建立溫泉資源基本資料庫，必要時，由中央主管機關予以協助。 為加速既有溫泉業者依溫泉法及溫泉開發許可辦法規定申請開發許可，擬透過本計畫建置金山、萬里溫泉地區基本資料、針對溫泉井進行改善規劃並進而配合縣市政府協調既有溫泉業者，以期將溫泉業者合法納管。

In response to the legalization before the end of buffer period for Hot Spring Law, the Water Resource Agency of the Ministry of Economic Affairs has assisted county government to implement the basic information investigation in hot spring areas. This project establishes the basic information in Jinsan-Wanli Hot Spring Area. The project results are as a reference of improvement scheme for hot spring users and government. With Hot Spring Law and the management operating procedures of the Taipei County Government, this project communicates with the local hot spring users in Jinsan-Wanli area. 14 out of 25 businesses in Jinsan-Wanli area , each with a daily hot spring use less than 70 CMD, participated in the program to improve the water use situation. Being part of the studies, this project implements the pumping test and water quality analysis. Pumping test results show that the hot spring water resources is abundant in Jinsan-Wanli area. Water quality meets the hot spring standards, known as sodium bicarbonate spring and sulfate bicarbonate spring. . Based on facility usage, in 2010, daily hot spring water consumption between 2243 CMD and 3607 CMD is estimated in Jinsan-Wanli area. The daily hot spring water consumption is less than the most rational use of the maximum amount of 10,732 CMD during 2007-2010. As the applicants support this project, if the relevant supporting measures are considered, this project will be able to achieve the expected benefits.
