因應溫泉法緩衝期規定，本署基於溫泉法中央主管機關立場，積極輔導溫泉既有業者合法申請；另依溫泉法第10條規定，地方主管機關應調查轄區內之溫泉位置、泉質、地質概況及使用現況等，建立溫泉資源基本資料庫，必要時，由中央主管機關予以協助。 為加速既有溫泉業者依溫泉法及溫泉開發許可辦法規定申請開發許可，擬透過本計畫建置谷關地區基本資料、針對溫泉井進行改善規劃並進而配合縣市政府協調既有溫泉業者，以期將溫泉業者合法納管。

During the 2004 July 2nd flooding, most of hot spring water intake facilities in Kukuan, Taichung were severely damaged. Local hot spring industries has drilled large amount of hot spring wells without permits on the terrace in north bank of the Ta-chia creek between late 2004 and early 2005. After the enforcement of the Hot Spring Law on 2005 July 1st, hot spring industries was unable to apply for retroactive development permits and water rights for existing water intake facilities due to the limitation of land problems. Working items of this project include geological report of hot spring area, case investigation and planning of hot spring industries, pumping tests of hot spring wells, and propagandas. By collecting, investigating and compiling of the hot spring areal data, basic database in Kukuan area has been established. Reports and figures were compiled according to the requirement of Hot Spring Current Usage Report to legalize the local hot spring industries. There are fourteen hot spring industries in the Kukuan area. Data of twenty-two intake facilities distributed in thirteen land districts were collected and compiled. Aforesaid intake facilities are belonging to nine hot spring industries. The business model of joint venture hot spring well is also adopted for part of these hot spring industries. Basic data, current usage, land information, geology, basic information and impact of intake facility, monitoring data, and improvement planning are presented in this report. These can be referenced by the local hot spring industries to apply for retroactive development permits.

本計畫旨在調查谷關溫泉地區，因溫泉法實施後，許多溫泉井因土地問題未能合法申請開發許可及水權。透過地質報告、業者個案調查、抽水試驗及宣導會，建立谷關溫泉基本資料庫，並編製溫泉使用現況報告書。此舉旨在輔導當地14家溫泉使用事業（涉及9家業者共22處引水點）合法化，協助其補辦開發許可。報告亦估算谷關溫泉年使用量約81.61萬立方公尺。
