為落實地下水觀測網營運管理實施計畫（98年-103年）執行，需辦理各地下水區(蘭陽平原、台北盆地、桃園中壢台地、新苗地區、台中地區、濁水溪沖積扇、嘉南平原、屏東平原、花東縱谷及澎湖地區)觀測井密度評估檢討；以為補充建置之參考，故辦理此計畫。

The main purpose of this project is to collect and compile the results of a long-term project: The Integrated Plan of Groundwater Monitoring Network in Taiwan, which including the standards in monitoring wells and plans of the groundwater monitoring network. After the prior plan, due to several reasons like operation conditions, elimination and renewal of the groundwater monitoring network, another project, the groundwater monitoring network operations management implementation plan (2009-2014), was proceeded to manage the wells in monitoring network and draft the multi-well pumping tests. According to the past plans related to setting up and review of the monitoring network (include “the study of improving the system of collecting the basic hydrological information in Taiwan”), the principle in stations/wells setup were collated in chapter 2. The difference of the stations/wells position between present and the past was compared and discussed to provide the reference in evaluating the setup in the future. Besides, the topic about the sufficiency of information in distinguishing the geology layers had discussed with the Central Geological Survey. And we have analyzed the change and the trend of groundwater level, the position, and the water quality of groundwater observation wells in every groundwater districts in order to make sure if there is any difference in the present aquifer tables in every groundwater districts. In the final, we consider the filter pipe of the groundwater observation wells to estimate the most likely aquifer tables which has not distinguished in this plan. In assessment of the augment and the construction of future monitoring wells, we apply Kriging Estimation method and Sequential Design Model in alluvial plains and basins to analyze the representative density of the existing wells and suggest the relevant positions for new wells in this plan. For other groundwater districts, the hydrological condition and the variance of water level change of the observation wells were consider to to propose the plans of augmenting and establishing the monitoring wells in groundwater districts.
